Job summary

RISE Partnership in Portland, OR is seeking a seasoned EWHT Program Manager to lead the development and improvement of healthcare benefits operations for Oregon’s essential long-term care workers. The role translates Trust goals into clear processes and ensures open enrollment and benefits education run smoothly.

You will supervise a collaborative team, work with unions, employers, and vendors, and advance equity within program design and delivery while reporting to the Director.

Qualifications

• Experience working with government agencies, employers and employee engagement programs.
• Experience supervising and supporting teams to accomplish program goals.
• Experience designing inclusive programs for diverse audiences, including applying equity-centered practices.
• 3+ years of experience in a program management position (preferred).

Responsibilities

• Establishes and maintains EWHT operational processes and procedures to support daily, weekly, and monthly program performance.
• Identifies, implements, and documents best practices for internal systems and workflows to advance Trust goals.
• Interprets and applies plan descriptions and policies to resolve complex issues and determine matters that require leadership review.
• Oversees program evaluation using qualitative and quantitative benchmarks.
• Supervises and supports assigned team members and manages performance.
