EV Fleet & Charging Infrastructure Development Manager
Philadelphia, PA · Periodic travel · Full-time
Transportation & Infrastructure Development · Reports to Executive Leadership
Plan and execute vehicle fleet expansion and EV charging infrastructure development, with periodic travel to fleet locations, charging sites, and business meetings.
BE Enterprise Holdings is a diversified holding company overseeing four operating businesses and real estate investment activities. The organization develops scalable business opportunities, expands operating assets, and evaluates infrastructure investments that support long-term growth.
As part of its transportation and mobility activities, BE is expanding its vehicle fleet and evaluating opportunities to increase its electric vehicle charging capacity.
The EV Fleet & Charging Infrastructure Development Manager combines fleet acquisition strategy, EV technology expertise, charging infrastructure development, vendor management, and financial analysis. The role evaluates acquisition opportunities, identifies suitable charging locations, coordinates infrastructure providers, and develops practical expansion plans.
This is a business development and project execution position, not a vehicle technician or electrical engineering role. It requires an understanding of electric vehicles, charging technologies, vehicle ownership economics, and infrastructure development processes.
Responsibilities
- Evaluate fleet expansion opportunities and compare vehicle manufacturers, models, capabilities, warranties, acquisition costs, range, battery performance, charging compatibility, expected utilization, and long-term operating costs.
- Recommend purchasing, financing, or leasing strategies; identify acquisition channels through dealerships, manufacturers, fleet suppliers, and commercial distributors.
- Develop acquisition plans and schedules, coordinate approved purchases, delivery, registration, and deployment, and maintain fleet inventory, lifecycle, and replacement records.
- Identify potential charging locations and evaluate the commercial suitability of company properties and prospective sites.
- Coordinate preliminary feasibility assessments with qualified engineers, electricians, utilities, and infrastructure providers; assess Level 2 and DC fast-charging equipment.
- Research equipment manufacturers, software providers, and installation contractors; compare equipment, installation, and maintenance proposals.
- Coordinate utility service assessments, permitting, and electrical infrastructure planning; manage approved installations through scheduling, testing, and operational handoff.
- Track charging uptime, utilization, and maintenance requirements.
- Model electric and conventional vehicle costs, including financing, depreciation, insurance, energy, maintenance, and expected resale value.
- Prepare proposed acquisition and infrastructure budgets, evaluate prospective charging site economics, and research utility programs, tax incentives, rebates, and funding opportunities.
- Present costs, risks, expected returns, and payback periods to executive leadership; monitor approved expenditures against budgets.
- Develop relationships with manufacturers, dealerships, property owners, fleet operators, utilities, equipment suppliers, and infrastructure partners.
- Evaluate commercial and residential charging partnerships, charging-as-a-service arrangements, third-party networks, and fleet, workplace, and public charging opportunities.
- Prepare business proposals and partnership recommendations, and support negotiations and vendor selection within approved policies and delegated authority.
- Evaluate fleet management software, charging platforms, and telematics; monitor charging costs, vehicle usage, mileage, and energy consumption.
- Develop charging schedules that support operational readiness and manage electricity costs; research battery technology and charging standards, recommend efficiency improvements, and coordinate vendor support for technical issues.
- Track federal, state, and local requirements; coordinate with qualified contractors and advisers on electrical codes, accessibility, permits, inspections, and utility interconnection.
- Identify registration, insurance, and fleet operating requirements, support incentive-program documentation, and escalate regulatory, safety, permitting, or utility concerns.
- Prepare monthly progress and cost reports, maintain a centralized vehicle and charging-site pipeline, and develop quarterly expansion recommendations.
- Maintain project schedules, budgets, vendor documentation, milestones, and performance records; identify risks affecting timelines or project economics.
