Introduction

The Department of Health Services (DHS). Division of Medicaid Services (DMS) is recruiting for a Estate Recovery Collections Specialist in the Bureau of Operations Management (BOM).

This position has the ability to work remotely up to 4 days per week and is headquartered at the Madison office location at 1 West Wilson Street. This schedule may vary based on training or operational need.

Position Summary
Responsibilities

As the Estate Recovery Collections Specialist, you will be responsible for researching, developing, operating and improving the Estate Recovery Section. Responsibilities include:

  • Participating in program planning and policy settings along with the development of procedures.
  • Coordinating recovery claims and payments as well as estate recovery processes to ensure that the Medicaid, BadgerCare Plus; non-Medicaid Family Care; Community Options Program; and the Wisconsin Chronic Disease Program recover the fullest amount practicable.
Salary Information

The starting salary is between $26.00 and $27.00 per hour (approximately between $54,000 and $56,100 per year), depending on qualifications, plus excellent benefits. A 12-month probationary period is required.

Pay for current or former state employees will be set based on the rules that apply to compensation for the applicable transaction. This position is classified as a Collections Specialist and is in pay schedule and range 07/04.

Job Details

All applicants who may be appointed to this position will be required to allow DHS to conduct a background check to determine whether the circumstances of any conviction may be related to the job being filled.

For positions that do allow remote working flexibility, working outside of Wisconsin or in bordering cities will not be allowed except in extremely limited circumstances due to the need to report to an office location in Wisconsin on short notice.

Employees must have access to secure high-speed internet for remote work option. Mileage reimbursement to the employee’s headquarter location is not provided. Remote work flexibility will be discussed in more detail during the interview process.

DHS does not sponsor work visas for this position, thus, in compliance with federal law, selected candidates will be required to verify eligibility to work in the United States by completing the required I-9 form upon hire.

Qualifications

Minimally qualified applicants will have both of the following:

  • Experience with case management performing activities such as assessing and evaluating individual cases, establishing and maintaining detailed case files, documenting, etc.
  • Experience explaining complex or controversial information when responding to in-person, telephone, or written inquiries, on topics such as policies and program requirements.

Well-qualified applicants will also have one or more of the following:

  • Experience working with Medicaid programs such as BadgerCare Plus, long-term care programs, other public assistance programs, etc.
  • Experience working in an estate recovery program.
