Job summary

Hooper is seeking a Program Manager, Pre-Construction EPC Projects to lead and coordinate pre-construction activities for multiple EPC initiatives in the electric power industry. You will serve as the primary interface among engineering, estimating, procurement, environmental, permitting, and client stakeholders, ensuring readiness and governance prior to construction.

The role requires 8+ years in related fields, strong leadership, and a track record of managing complex infrastructure programs,

Qualifications

• Bachelor's degree in Engineering, Construction Management, Project Management, Business, or related field.
• PE, PMP, CCM, or equivalent certification preferred.
• 8+ years of experience in electric utility, EPC, engineering, or construction environments.
• 5+ years of experience managing complex infrastructure projects.
• Direct experience with electric substation projects (15kV through 345kV preferred).

Responsibilities

• Manage the pre-construction phase of multiple concurrent EPC projects, primarily substations and transmission line projects.
• Establish and maintain program-level schedules, milestones, and deliverables across assigned projects.
• Monitor project progress and provide portfolio status updates, metrics, forecasts, and risk assessments.
• Coordinate with engineering teams and stakeholders to ensure readiness before construction.
• Coordinate permitting, environmental compliance, land acquisitions, and regulatory approvals.
• Collaborate with estimating and commercial teams during project development and proposal execution.
• Oversee budget development, cash flow projections, and forecasts; monitor expenditures.
