Job summary

Hooper is seeking a Program Manager for Pre-Construction EPC Projects to lead and coordinate pre-construction activities for multiple EPC projects in the electric power industry. The role ensures successful planning, permitting, risk management, and readiness prior to construction.

You will serve as the primary liaison among engineering, estimating, procurement, environmental, permitting, and client stakeholders, maintaining schedule, budget, and risk visibility across the portfolio.

Qualifications

• Bachelor's degree in Engineering, Construction Management, Project Management, Business, or a related field.
• Professional Engineer (PE), PMP, CCM, or equivalent certification preferred.

Responsibilities

• Lead pre-construction of multiple EPC projects, focusing on electrical substations and transmission line projects.
• Establish and maintain program-level schedules, milestones, and deliverables.
• Monitor progress and provide portfolio status, metrics, forecasts, and risk assessments to leadership.
• Coordinate with engineering, estimating, procurement, environmental, permitting, and client representatives.
• Coordinate turnover from pre-construction to construction and ensure readiness before construction.
