Job summary

Hooper-Corporation is seeking a Program Manager, Pre-Construction EPC Projects to lead the planning and coordination of multiple electrical substation and transmission line EPC efforts. You will align engineering, procurement, permitting, and environment teams to ensure readiness prior to construction, while maintaining schedule, budget, and risk visibility across the program portfolio.

The role requires strong EPC delivery knowledge, stakeholder management skills, and the ability to drive

Qualifications

• Bachelor's degree in Engineering, Construction Management, Project Management, Business, or related field.
• PE, PMP, CCM or equivalent certification preferred.
• 8+ years in electric utility, EPC, engineering, or construction environments.
• 5+ years managing complex infrastructure projects.
• Direct experience with electric substation projects (15kV–345kV).
• Experience with transmission line, utility, renewable interconnection, or grid modernization projects preferred.
• Experience managing multiple projects in a fast-paced environment.
• Knowledge of EPC delivery processes and utility standards.

Responsibilities

• Lead and coordinate pre-construction activities for multiple EPC projects.
• Maintain program-level schedules, milestones, and deliverables.
• Provide portfolio status, metrics, forecasts, and risk assessments.
• Coordinate with engineering, permitting, procurement, and regulatory teams.
• Support stage-gate reviews and project readiness before construction.
