Job summary

HOOPER is seeking a Program Manager, Pre-Construction EPC Projects, to lead pre-construction activities for multiple electrical substation and transmission-line projects. The role requires coordinating engineering, procurement, environmental, permitting, and client stakeholders to ensure readiness before construction.

The candidate will maintain schedules, budgets, and risk visibility while aligning with strategic business objectives and client expectations across a portfolio of projects.

Qualifications

• Experience leading pre-construction EPC projects in the electric power industry.
• Ability to coordinate across engineering, procurement, environmental, permitting, and construction teams.
• Strong scheduling, budgeting, risk management, and governance process skills.

Responsibilities

• Lead the pre-construction phase for multiple EPC projects, primarily substations and transmission lines.
• Establish and maintain program-level schedules, milestones, and deliverables across projects.
• Provide portfolio status updates, metrics, forecasts, and risk assessments to leadership.
• Coordinate with clients, utilities, and regulators to ensure alignment and readiness.
• Oversee permitting, environmental compliance, land access, and regulatory approvals.
• Support budgets, cash flow projections, and change management during development.
