Job summary

Hooper seeks a Program Manager, Pre-Construction EPC Projects, to lead and coordinate the pre-construction activities for multiple EPC projects in the electric power sector. You will oversee scheduling, budgeting, risk, and governance across a portfolio of substations and transmission line projects.

You will serve as the primary liaison among engineering, estimating, procurement, environmental, permitting, and client representatives, ensuring readiness before construction.

Qualifications

• 8+ years of experience in electric utility, EPC, or construction environments.
• 5+ years of experience managing complex infrastructure projects.
• Direct experience with electric substation projects (15kV–345kV).

Responsibilities

• Lead pre-construction of multiple EPC projects, focusing on substations and transmission lines.
• Maintain program schedules, milestones, and deliverables across projects.
• Coordinate with engineering, permitting, procurement, and stakeholders to ensure readiness.
• Monitor risk, budget, and scope; report to leadership with status and forecasts.
• Coordinate with clients, utilities, and regulators to align objectives and expectations.
