Job summary

International Erosion Control Association seeks an experienced Environmental Permitting Project Manager to support utility infrastructure projects across Kentucky and the Midwest. Qualifications

  • Bachelor's or Master's degree in Environmental Science, Civil/Environmental Engineering, Natural Resources, or related field.
  • Minimum 8 years of environmental permitting, regulatory compliance, or utility infrastructure experience.
  • Strong knowledge of federal, state, and local permitting requirements.
  • Experience supporting utility/infrastructure projects (energy, transmission, renewable).
  • Strong PM, analytical, organizational, and communication skills.
  • Proficient with Microsoft Word and Excel.
  • Experience with PDF editing and document assembly software.
  • Experience using Google Earth and geospatial tools.
  • Willingness to travel up to 15%.
  • Ability to work in-office at least four days per week.

Responsibilities

  • Prepare and manage permitting submittals for utility infrastructure projects.
  • Interpret regulatory requirements and communicate permitting strategies, risks, timelines, and obligations.
  • Monitor regulatory changes and advise project teams on impacts.
  • Coordinate with regulatory agencies and permitting authorities throughout project execution.
  • Support environmental and engineering studies required for permit approvals.
  • Review stormwater management designs, grading plans, and supporting calculations.
  • Evaluate drainage, detention, erosion control, and civil site design elements.
  • Create and review permit exhibits, maps, and supporting documentation.
  • Conduct compliance inspections and prepare associated reports.
  • Coordinate field activities and subcontractor compliance efforts.
  • Manage project scope, schedules, budgets, and deliverables.
  • Lead project execution with quality and efficiency.
  • Identify and mitigate project risks.
  • Mentor and support junior team members.

Environmental Permitting Project Manager (Utility Infrastructure)

Lexington, KY (Fully Onsite)

6-Month Contract

Location: Lexington, KY

We are seeking an experienced Environmental Permitting Project Manager to support utility infrastructure projects throughout Kentucky and the Midwest. This role will be responsible for managing environmental permitting and regulatory compliance activities while coordinating closely with engineering, environmental, construction, and regulatory stakeholders to ensure successful project delivery.

This is an excellent opportunity for a permitting professional with strong project management skills and experience supporting utility, energy, transmission, distribution, renewable energy, or other infrastructure projects.

Key Responsibilities
Environmental Permitting & Compliance
  • Prepare and manage permitting submittals for utility infrastructure projects.
  • Interpret federal, state, and local regulatory requirements and communicate permitting strategies, risks, timelines, and compliance obligations.
  • Monitor regulatory changes and advise project teams on potential impacts.
  • Coordinate with regulatory agencies and permitting authorities throughout project execution.
  • Support environmental and engineering studies required for permit approvals.
  • Review stormwater management designs, grading plans, and supporting calculations.
  • Evaluate drainage areas, flow calculations, detention systems, erosion and sediment control measures, and related civil site design elements.
  • Create and review permit exhibits, maps, and supporting documentation.
  • Conduct compliance inspections and prepare associated reports.
  • Coordinate field activities and subcontractor compliance efforts.
Project Management
  • Manage project scope, schedules, budgets, and deliverables.
  • Lead project execution while maintaining quality and efficiency.
  • Identify and mitigate project risks.
  • Coordinate internal teams and external consultants.
  • Facilitate meetings with clients, engineers, contractors, and regulatory agencies.
  • Manage permitting and compliance activities across design-only, owner's engineer, program management, and EPC projects.
  • Mentor and support junior team members.
Required Qualifications
  • Bachelor's or Master's degree in Environmental Science, Civil Engineering, Environmental Engineering, Natural Resources, or a related field.
  • Minimum 8 years of environmental permitting, regulatory compliance, or utility infrastructure experience.
  • Strong knowledge of federal, state, and local permitting requirements.

  • Experience developing technical exhibits and permit documentation.
  • Ability to read and interpret engineering plans and construction drawings (GA, IFR, IFC).
