Job summary

Energy Transfer LP seeks an experienced Environmental Permitting professional to lead regulatory compliance for midstream pipelines and facilities. The role focuses on obtaining federal, state, and local permits and managing environmental risks throughout project lifecycles.

Responsibilities include coordinating with BD, engineering, and construction, and maintaining up-to-date CWA, NEPA, NHPA, ESA knowledge. Travel and field work may be required.

Qualifications

• Bachelor's degree in environmental/biological science or civil/environmental engineering.
• 7–10 years of environmental permitting experience in oil & gas.
• Experience with USACE permitting (CWA 404, Rivers & Harbors Act).
• Experience with FERC permitting processes (Prior Notice, 7(b), 7(c)).
• Knowledge of NHPA Section 106 and ESA consultations.
• Experience with Nationwide Permit 12 and Individual Permits.
• Knowledge of state-level environmental permits.
• Strong organizational skills across multiple projects.

Job description

Summary:

We are seeking a qualified candidate to provide environmental permitting, regulatory compliance, and construction support for midstream oil and gas infrastructure projects, including pipelines, compressor stations, and related facilities. This role will support project development and execution by ensuring all environmental regulatory requirements are met and environmental risks are effectively managed throughout the project lifecycle.

Essential Duties & Responsibilities:

• Prepare, submit and manage environmental permit applications at the federal state, and local levels (e.g. wetlands & waterway crossings, construction stormwater / erosion and sediment control, hydrostatic test permits, etc.)
• Coordinate and provide technical environmental support to business development, engineering and construction project management teams.
• Maintain up-to-date knowledge of environmental regulations including CWA, ESA, NEPA, NHPA, and Rivers and Harbors Act.
• Collaborate with multidisciplinary project teams to communicate environmental requirements and ensure compliance throughout project lifecycle.
• Provide weekly updates to the Project Director and Director - Environmental Permitting regarding environmental activities and milestones.
• Interface with regulatory agencies to facilitate permit development and ensure compliance.
• Oversee natural and cultural resource surveys and review associated reports, permit applications, and consultation documentation.
• Develop and maintain strong relationships with internal stakeholders, regulatory personnel, and third-party contractors.
• Develop project scopes, proposal requests, cost estimates, and permitting schedules.
• Manage environmental project budgets and ensure cost-effective execution.
• Supervise environmental inspectors, field survey teams, and other field personnel.

Required - Education, Experience, Knowledge, Skills and Abilities:

• Bachelor's degree in environmental / biological science, or civil / environmental engineering or related field
• Minimum 7-10 years of experience in environmental permitting within oil & gas, with a focus on linear projects requiring authorizations under the:
• U.S. Army Corps of Engineers (USACE) Permitting (Clean Water Act Section 404, Rivers and Harbors Action Sections 10 and 408)
• Federal Energy Regulatory Commission (FERC) permitting processes (Prior Notice, 7(b), 7(c), Prior Notice.)
• National Historic Preservation Act (Section 106 compliance)
• Endangered Species Act (USFWS Section 7 / 10 consultation)
• Nationwide Permit 12 and Individual Permits
• Applicable state-level environmental permits
• Working knowledge of FERC permitting processes (Prior Notice, 7(b), 7(c), etc.).
• Strong organizational skills with the ability to manage multiple projects, prioritize tasks, and meet deadlines in a fast-paced environment.
• Ability to work independently and deliver accurate, timely results.
• Strong customer service orientation across all organizational levels.

Preferred - Education, Experience, Knowledge, Skills and Abilities:

• 12+ years of experience in pipeline & facility permitting for natural gas, crude oil, and refined products projects.
• Strong understanding of USACE & FERC permitting processes.
• Extensive experience permitting projects in the Midwest and the Northeast.

Working Conditions:

• Primarily office-based with periodic field assignments.
• Must be able to remain in a stationary position approximately 50% of the time.
• Overnight travel up to 35% may be required.
• Occasional visits to industrial/manufacturing settings, which may include exposure to hazardous materials and chemicals, extreme temperatures, and loud machinery. Appropriate personal protective equipment (PPE) will be required.
