The role will focus on supporting the construction and operation of our optical module/electronics manufacturing plant, ensuring safe, compliant, and sustainable production activities.

Key Responsibilities
1. EHS System Building & Compliance Management
  • Establish and continuously improve EHS management systems in compliance with OSHA standards, EPA regulations, and ISO standards (ISO 14001, ISO 45001).
  • Develop annual EHS management objectives, work plans, and implementation roadmaps for U.S. operations.
  • Lead OSHA compliance audits, air permit and emissions reporting, EPCRA Tier II and TRI reporting, and other EHS-related regulatory reporting to government agencies.
  • Establish a comprehensive EHS compliance documentation system to ensure all records are complete and traceable, in accordance with OSHA 29 CFR 1904 (injury and illness recordkeeping) and 29 CFR 1910 requirements.
2. Operational EHS Management
  • Manage day-to-day EHS programs, including occupational health, production safety, environmental protection, fire safety, and emergency response.
  • Establish hazardous chemical management procedures (OSHA HazCom/GHS) and Personal Protective Equipment (PPE) programs.
  • Conduct regular hazard identification activities to proactively detect safety risks, and ensure corrective actions are fully implemented to prevent accidents.
  • Prepare and present regular EHS performance updates to site leadership, highlighting safety achievements, communicating EHS gaps, and proposing next-step EHS work plans.
  • Lead incident and injury investigations to determine root causes and EHS management system gaps, propose corrective actions, and prevent similar incidents.
  • Promote a strong safety culture; conduct risk identification and hazard management; analyze data to identify risk trends; drive hazard correction and accident prevention measures; and lead major EHS improvement initiatives toward a "zero incident" goal.
  • Oversee the operation of environmental control systems (e.g., wastewater treatment and exhaust scrubbers), ensuring proper management of hazardous and non-hazardous waste and permitted discharge of wastewater and air emissions.
  • Drive energy-saving and emission-reduction technology improvements, and support implementation of the company's sustainability strategy.
3. Project EHS Management
  • Participate in planning, design assessment, and acceptance review for new, modified, and expanded projects, providing EHS-related recommendations.
  • Review general contractors' EHS management plans to ensure compliance with OSHA construction safety standards and local regulatory requirements and oversee contractors' implementation of safety management measures.
  • Conduct regular construction site safety inspections to identify contractor EHS gaps, require corrective actions, and prevent accidents.
4. Government Relations & External Audits
  • Serve as a primary point of contact for U.S. government regulatory agencies (OSHA, EPA, and the Texas Commission on Environmental Quality (TCEQ)).
  • Lead EHS-related audits, certifications, and external government inspections, including coordinating inspection preparation and internal remediation.
  • Maintain constructive working relationships with the local fire department and fire marshal, environmental agencies, and safety and health organizations.
5. Team Development & Safety Culture
  • Support the development of the local EHS team, including mentoring EHS technicians and site safety representatives.
  • Organize EHS training to strengthen employees' safety awareness, risk identification skills, and emergency response capabilities.
  • Proactively elevate emerging EHS risks to management and support risk-based decision-making.
