Job summary

Blount Partnership seeks an Environmental Health Manager to lead the County’s Environmental Health program under the Development Services Director. This role combines leadership, field work, and technical oversight to ensure effective environmental health and subsurface sewage disposal programs.

The position supervises staff, conducts site evaluations and inspections, reviews plans, and coordinates with state agencies to ensure compliance and timely permitting.

Responsibilities

• Plans, directs, coordinates, and manages daily operations of the Environmental Health program under the Development Services Director.
• Supervises Environmental Health staff; assigns priorities; provides guidance, training; monitors performance and workload.
• Ensures EH activities comply with applicable laws, regulations, standards, and County policies.
• Reviews plans and applications; oversees site evaluations and inspections; processes permits for subsurface sewage disposal systems.
• Provides guidance to contractors, developers, installers, engineers, property owners, and the public regarding environmental health and subsurface sewage disposal requirements.
• Investigates complaints, evaluates complex environmental health and regulatory issues, and develops and implements solutions or corrective actions.
• Regularly performs field-based environmental health work including site evaluations and inspections.
• Exercises independent judgment in regulatory and operational matters and makes recommendations regarding permitting, compliance, enforcement, staffing, budget, and program operations.
• Serves as the County’s primary technical resource for Environmental Health matters and coordinates with the Development Services Director, TDEC, other agencies, and stakeholders.
• Prepares reports, correspondence, inspection documentation, and other records; maintains accurate program records; provides information to County leadership.
• Assists with program budget preparation and administration; manages grants; processes purchase orders; oversees inventory and other resources.
• Collects or oversees environmental samples as required and ensures proper procedures.
• Responds to citizen inquiries and maintains professional relationships with staff, contractors, developers, property owners, regulatory agencies, and the public.
• Represents the County in meetings, administrative proceedings, court proceedings, training, and other professional activities.
• Performs other duties as assigned.
