Axiom Consultants, Inc, is seeking an experienced Environmental Compliance Specialist to provide support to the NOAA Office of Ocean Exploration (OER). The Environmental Compliance Specialist will provide the technical services and coordination required to ensure all OER expeditions and projects remain in full compliance with federal environmental statutes and programmatic mandates. This effort centers on the seamless integration of regulatory requirements into the operational planning cycle to prevent mission delays and ensure legal conformity.
Responsibilities Include
- Expedition Planning Coordination: Coordinating and implementing the environmental compliance, permitting, and programmatic documentation for OER expeditions and projects (aka packages), including all requirements surrounding the Marine Mammal Protection Act (MMPA), National Environmental Policy Act (NEPA), Endangered Species Act (ESA), Magnuson-Stevens Fisheries Conservation and Management Act (MSA), and other applicable federal and international environmental laws, regulations, and treaties.
- Technical Review: Providing detailed technical reviews of environmental compliance documents and Categorical Exclusions (CEs), in coordination with the COR and/or applicable TPOC in this instance including OAR National NEPA Coordinator (TPOC); and assessing documents for clarity, completeness, information and analysis quality, and compliance with statutory and regulatory requirements and internal federal procedures.
- Internal Consistency Coordination: Coordinating with the COR and/or applicable TPOC to identify and resolve internal comments on draft compliance documents.
- Technical Editing and Synthesis: Serving as the OER technical editor for the development of Environmental Compliance / Environmental Impact Statements (EISs) and permitting Assessments; conducting interviews with Subject Matter Experts (SME) to present technical materials in plain language and using effective graphics, tables, charts, etc.; and synthesizing results of best-available science on the impacts of OER activities that are the subject of the Assessment; and reviewing and editing materials submitted by SMEs for clarity, punctuation, grammar, content, and conformity to federal procedures.
- Policy and Procedure Revisions: Performing technical revisions and updates of OAR's NEPA and related environmental compliance policies and procedures based on knowledge or expertise in relevant environmental laws, regulations, policies, and legal precedence.
- Work Product Delivery: Drafting written determinations regarding the adequacy of the analysis levels documented in OER project files; providing technical comments on OER compliance documents; and delivering general programmatic comments for issues identified across multiple documents.
- Evaluation Planning: Coordinating the development of project and communications plans for new compliance and permit evaluations.
- Project Maintenance: Coordinating and maintaining consistency between multiple ongoing projects while resolving internal comments and providing document feedback.
- Compliance Assessments: Providing detailed technical reviews of compliance and permit documents to assess completeness, information and analysis quality, and compliance with environmental regulations; ESA, MMPA, and MSA.
- Technical Services: Providing environmental policy and procedural technical services to OER and OAR.
- Agency Revisions: Performing the revision and update of OER and OAR NEPA and other environmental policies and procedures.
- Program and Planning Services: Providing program and planning services for the documentation and implementation of OER NEPA and environmental compliance needs to facilitate OER funded expeditions
Minimum Requirements
- U.S. Citizen
- Be able to pass background screening prior to employment.
- Bachelor's degree in a relevant area or equivalent years of education and experience.
- 4-6+ years of experience.
- Must have strong oral and written communication, problem-solving skills, and be a team player.
