Job summary

Contract Safety Professionals is seeking a Senior Construction Safety Manager, a 1099 Owner’s Representative, to oversee safety on a major semiconductor facility project in the Clay/Syracuse, NY area. Qualifications

  • 5+ years of construction safety / EHS experience.
  • Experience managing safety on large-scale construction projects.
  • Semiconductor construction experience is required.
  • Experience with JHA/JSA, Pre-Task Planning, LOTO, Fall Protection, Confined Space, Cranes & Rigging.
  • Strong written and verbal communication skills.
  • Ability to work as an independent contractor (1099).
  • Ability to commute to Clay/Syracuse, NY area.

Responsibilities

  • Provide day-to-day construction safety oversight across active semiconductor work areas.

Senior Construction Safety Manager – Semiconductor | Owner’s Representative

An opportunity is available in Clay, New York, to join one of the most significant semiconductor manufacturing and construction projects underway in the U.S.

We are seeking an experienced Construction Safety Manager / EHS Safety Professional with semiconductor construction experience to serve as an Owner’s Representative Safety Consultant supporting this major project.

This is not a traditional staff safety position.

As an Owner’s Representative, you will serve as the owner’s eyes, ears, and voice in the field—providing construction safety oversight, monitoring contractor performance, identifying high-risk activities, and ensuring contractors comply with their own safety programs, project requirements, and applicable OSHA regulations.

Candidates with experience in semiconductor fabs, high-tech construction, advanced manufacturing, data centers, pharmaceutical facilities, or other large-scale industrial construction environments are encouraged to apply; however, direct semiconductor construction experience is required.

Local candidates and safety professionals within commuting distance of Syracuse, Clay, Cicero, Liverpool, Baldwinsville, Fulton, and Central New York are strongly encouraged to apply.

Key Responsibilities:

Construction Safety & EHS Oversight

  • Provide day-to-day construction safety oversight across active semiconductor construction work areas.
  • Monitor general contractors, subcontractors, and trade partners for compliance with project safety expectations.
  • Conduct jobsite safety inspections, field audits, hazard assessments, and compliance observations.
  • Track corrective actions and follow up on identified safety deficiencies.
  • Evaluate contractor implementation of EHS programs, site-specific safety plans, JSAs, JHAs, AHAs, pre-task plans, and permits.
OSHA & Regulatory Compliance
  • Monitor compliance with OSHA 1926 Construction Standards, applicable state requirements, and site-specific EHS standards.
  • Review high-risk work planning including:

  • LOTO / Control of Hazardous Energy
  • Confined Space
  • Electrical Safety
  • Cranes and Rigging
  • Critical Lifts
  • Excavation
  • Scaffolding
  • Mobile Elevated Work Platforms

  • Provide guidance to project stakeholders regarding regulatory requirements and construction safety best practices.
  • Identify unsafe conditions, behaviors, and emerging project risks before they result in incidents.
  • Partner with contractors and project leadership to develop effective corrective actions.
  • Participate in near-miss reviews, learning teams, incident investigations, and root cause analysis.
  • Escalate significant safety concerns to owner leadership with clear recommendations.
  • Support proactive risk reduction and serious-injury/fatality prevention efforts.
Owner’s Representative Responsibilities
  • Serve as a liaison between the owner, general contractor, subcontractors, construction management, and EHS teams.
  • Ensure contractors are operating in accordance with their contractual safety obligations and approved safety programs.
  • Participate in OAC meetings, construction coordination meetings, contractor safety meetings, and project planning discussions.
  • Provide accurate daily field reports, weekly safety summaries, trend reporting, and non-compliance documentation.
  • Maintain a professional owner-first approach while building productive relationships with contractor leadership and field personnel.
  • Support project emergency response and incident management activities.
  • Lead or participate in incident investigations and root cause analyses.
  • Review contractor corrective action plans for effectiveness.
  • Track corrective actions through completion.
  • Assist with lessons-learned communication and prevention of repeat events.
Safety Program Improvement
  • Support preconstruction safety planning and constructability reviews.
  • Participate in contractor safety evaluations and prequalification efforts.
  • Identify opportunities to improve project EHS systems, processes, and safety culture.
  • Coach and mentor contractor safety personnel and project leadership when appropriate.
Required Qualifications:

Candidates must meet the following requirements:

  • 5+ years of construction safety / EHS experience
  • Demonstrated experience managing or overseeing safety on large-scale construction projects
  • Semiconductor construction experience is required
  • Experience working with general contractors and multiple subcontractors/trade partners
  • Strong working knowledge of OSHA construction regulations
  • Experience with JHA/JSA/AHA, Pre-Task Planning, LOTO, Fall Protection, Confined Space, Cranes & Rigging, and high-risk construction activities
  • Strong written and verbal communication skills
  • Ability to influence contractor leadership and field personnel without direct authority
  • Ability to work independently in an Owner’s Representative / consulting environment
  • Ability to commute to or relocate to the Clay / Syracuse, NY area
  • Ability to work as a 1099 independent contractor
Credential Requirement:

Candidates must possess at least one of the following:

  • CSP – Certified Safety Professional
  • CHST – Construction Health and Safety Technician
  • ASP – Associate Safety Professional
  • SMS – Safety Management Specialist
  • Bachelor’s or advanced degree in Occupational Safety, EHS, Environmental Health & Safety, Industrial Safety, Construction Safety, or a related field
  • 5+ years of construction safety experience
Preferred Experience
  • Previous Owner’s Representative / Owner’s Rep Safety experience
  • Advanced manufacturing or high-tech construction

  • Contractor safety management

Compensation

$50.00–$70.00/hour, based on experience and qualifications.
