Job summary

Qualifications

  • Graduation from an accredited four-year college or university with major coursework in information systems, business administration, mathematics, or a related field.
  • At least 7 years of experience in enterprise IT environments, including hand-on experience coordinating vendors, projects, financial management, or technology deployment initiatives.
  • Experience coordinating vendor management, contract performance tracking, and governance across complex programs.

Responsibilities

  • Lead enterprise service delivery operations across internal teams, service owners, stakeholders, and external vendors to ensure timely, high-quality delivery.
  • Serve as the primary operational lead for services vendor management, ensuring vendors meet expectations, priorities, performance standards, and escalation procedures.
  • Promote accountability among vendors by documenting commitments, tracking progress, and escalating issues through appropriate channels.
  • Develops, manages, and maintains project plans, schedules, milestones, budgets, risk and issue logs, status reports, and documentation.
  • Monitor progress, identify risks, develop mitigations, and escalate issues to protect scope, schedule, budget, and quality.
  • Complete a required learning path as part of daily duties and responsibilities.

This onsite role requires the selected candidate to work from an HHS office in Austin, Texas.

The enterprise services lead is responsible for leading complex information technology, business improvement, and enterprise-level services from initiation through completion. This role manages scope, schedules, budgets, risks, deliverables, stakeholder communications, and project governance to ensure approved objectives are achieved on time, within funding, and in alignment with organizational standards.

The primary focus of the position is promoting disciplined services vendor management, including vendor performance oversight, contract accountability, service-level governance, issue escalation, relationship management, and continuous improvement across the full vendor lifecycle.

Essential Job Functions (EJFs)
  • Lead enterprise service delivery operations by coordinating internal teams, service owners, business stakeholders, and external services vendors to ensure consistent, timely, and high-quality delivery of enterprise services (30%).
  • Serve as the primary operational lead for services vendor management, ensuring vendors understand expectations, contractual obligations, service priorities, performance standards, communication protocols, and escalation procedures (20%).
  • Promote accountability among services vendors by documenting commitments, tracking action items, validating completion of deliverables, and escalating unresolved performance or compliance concerns through appropriate channels (15%).
  • Develops, manages, and maintains detailed project plans, schedules, milestones, budgets, risk logs, issue logs, status reports, and project documentation (10%).
  • Monitors project progress, identify risks and barriers, develop mitigation strategies, and elevate issues appropriately to protect scope, schedule, budget, and quality (10%).
  • Completion of a learning path is required as part of the employee’s regular daily duties and responsibilities. (15%)
Knowledge, Skills And Abilities (KSAs)
  • Knowledge of services vendor management principles, including vendor onboarding, performance monitoring, relationship management, issue escalation, corrective action planning, renewal readiness, and offboarding.
  • Knowledge of contract management, procurement coordination, service level agreements, key performance indicators, invoice review, vendor accountability, risk management, compliance, and continuous improvement practices.
  • Skill in leading enterprise service delivery activities across internal teams, business stakeholders, and external services vendors.
  • Skill in managing vendor relationships, setting expectations, facilitating performance discussions, resolving service issues, tracking deliverables, and promoting vendor accountability.
  • Skill in analyzing service performance, SLA/KPI results, vendor trends, operational risks, costs, and customer impacts to support executive reporting, decision-making, and continuous improvement.
  • Project management principles, practices, methodologies, and lifecycle phases; Agile, Scrum, Waterfall, and hybrid delivery approaches; budget planning and cost monitoring; risk, issue, change, and scope management.
  • Vendor coordination and contract performance tracking; process improvement, quality assurance, and governance standards; state government operations, public-sector accountability, and applicable policies, rules, and regulations.
  • Knowledgeable in the preparation of clear and accurate project status updates, executive briefings, decision documents, presentations, dashboards, and other communications for technical and non-technical audiences.
  • Ensures project work complies with applicable organizational requirements, information technology standards, procurement requirements, security expectations, and state or federal regulations.

Any employment offer is contingent upon available budgeted funds. The offered salary will be determined in accordance with budgetary limits and the requirements of HHSC Human Resources Manual.
