Texas Health and Human Services Commission (HHSC) in Austin, TX seeks a Manager VI to lead the Provider Finance Department's data integration and support services. The role manages Data Analysts, Web Application Developers, and SharePoint/website platforms, aligning technology with agency goals.

Manager VI performs advanced managerial work for the Provider Finance Department under the direction of the Director of Data Integration & Support Services. This position oversees multiple technology and business support functions, including a team of Data Analysts, a team of Web Application Developers, and staff responsible for administration and maintenance of the department’s SharePoint and website platforms.
Performs advanced managerial work providing direction and guidance in strategic operations, data governance, systems development, and information management. Work involves planning, organizing, assigning, and evaluating the activities of professional and technical staff; overseeing data analysis, web application development, and digital communication platforms; ensuring compliance with agency technology standards and policies; and supporting executive decision-making through data-driven insights and technology solutions. Supervises the work of others and works under limited supervision with considerable latitude for the use of initiative and independent judgment.
Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.
Leadership & Strategic Management (35%) – Provides leadership, direction, and oversight for teams responsible for data analytics, web application development, and departmental digital platforms. Establishes goals, priorities, performance expectations, and workload assignments to support department objectives. Provides coaching, mentorship, and professional development opportunities for staff and supervisors. Conducts performance evaluations and manages personnel actions, including hiring, disciplinary actions, leave approvals, and employee development activities in accordance with HHSC policies and procedures.
Ensures staff resources are appropriately allocated to support operational priorities, technology initiatives, and business needs while maintaining quality service delivery and customer support.
Data Analytics & Business Intelligence Management (25%) – Oversees the collection, analysis, validation, and reporting of departmental data to support operational management, strategic planning, and executive decision-making. Ensures the development and maintenance of dashboards, reports, metrics, and analytical tools used to monitor performance and identify opportunities for process improvement.
Promotes data governance, data quality, and consistency in reporting methodologies. Collaborates with department leadership and stakeholders to identify reporting requirements and develop data-driven solutions that support business objectives.
Application Development & Technology Solutions (20%) – Oversees the design, development, implementation, enhancement, and maintenance of departmental web-based applications and technology solutions. Ensures development activities follow agency security, architecture, accessibility, and technology standards.
Collaborates with business units, information technology divisions, vendors, and stakeholders to identify requirements, prioritize enhancements, and implement solutions that improve operational efficiency and customer service. Monitors project progress, scope, deliverables, timelines, and resource utilization to ensure successful delivery of technology initiatives.
Website, SharePoint & Digital Content Administration (15%) – Oversees administration and governance of departmental SharePoint sites, intranet resources, and web content platforms. Ensures information is accurate, current, accessible, and aligned with agency communication standards and policies.
Develops standards and procedures for content management, information architecture, user access, records retention, and digital collaboration tools. Promotes effective use of department communication platforms to facilitate information sharing and operational transparency.
Strategic Planning, Stakeholder Engagement & Special Projects (10%) – Collaborates with executive leadership, program areas, Information Technology staff, contractors, and external stakeholders to support departmental initiatives and strategic priorities. Participates in planning activities, process improvement efforts, technology modernization projects, and organizational change initiatives.
Performs other duties as assigned to support agency priorities and business operations.
Preferred certifications may include:
Graduation from an accredited four-year college or university with a bachelor's degree in Information Systems, Computer Science, Data Analytics, Business Administration, Public Administration, Management Information Systems, or a related field. Relevant work experience may substitute for education on a year-for-year basis.
Experience within Texas Health and Public Services, another state agency, or a large public-sector organization.
Experience managing data analytics and business intelligence programs.
Experience leading web application development teams.
Experience with SQL Server, SharePoint, or Azure services.
Experience managing cross-functional technology and business improvement initiatives.
Master's degree in Information Systems, Business Administration, Public Administration, Data Analytics, Management, or a related field.
