Job summary

Brief Job Description

The Texas Health and Human Services Commission seeks a highly qualified candidate for a Project Manager IV within the Behavioral Health Services Division. Reporting within the Strategy and Operations department, this position performs complex, senior-level project management work to support divisional priorities, strategic initiatives and improvement efforts. The Project Manager IV performs project management work, involving coordinating the planning and initiation of projects at various levels of completion; monitoring the progress and schedule of projects; and developing and implementing plans to communicate with project stakeholders, management, and other relevant parties. Leads, coordinates, and supports projects from planning through implementation. The position manages divisional portfolios, resolves emerging issues and supports continuous process improvements. The position works closely with executive leadership and cross-functional teams to identify business needs, conduct research and analysis, develop implementation strategies, monitor progress, and maintain project documentation to advance divisional priorities. The role may also provide direction to project staff and workgroup members and evaluate assigned work products. Works under limited supervision, with considerable latitude for the use of initiative and independent judgment.

Essential Job Functions (EJFs)
  • EJF 1- Lead, plan, organize, coordinate, and monitor projects and divisional initiatives from initiation through completion, ensuring deliverables, timelines, risks, and stakeholder expectations are effectively managed. Maintain project and process improvement documentation, meeting notes, action items, and related artifacts in accordance with organizational standards, divisional needs, and project management best practices. Implement best practices and tools for successful project delivery. (40%)
  • EJF 2 – Create and maintain a work environment conducive to effective communication, collaboration, team building and professionalism. Coordinate, communicate, and connect with project stakeholders and business partners at all levels and in all areas to support successful project delivery. Plan and facilitate efficient project meetings. Work with stakeholders to identify risks and issues and develop mitigation strategies. Escalate risks and issues to leadership as needed to support timely resolution. Provide ongoing project guidance and technical assistance to staff to increase their base knowledge. (30%)
  • EJF 3 - Works collaboratively with staff to provide communications training and professional development opportunities for BHS staff, enhancing workforce knowledge, communication skills, and the overall quality of departmental communications. Develops, implements, and disseminates BHS communications policies, procedures, and guidance to ensure consistency and adherence to departmental standards and protocols. Serves as a departmental resource on accessibility best practices, collaborating with team members to promote accessible and inclusive communications. Assists with the planning, coordination, and execution of major BHS communications projects, initiatives, and special assignments as assigned. (25%)
  • EJF 4 – Perform other duties as assigned to support divisional priorities, strategic initiatives, and organizational objectives. (5%)

  • Knowledge of project management theories and practices applicable to projects of moderate, complex, and highly complex scope.
  • Knowledge of systems and procedures used to evaluate project performance.

  • Experience in behavioral health, healthcare, or public sector operations preferred.
