Job summary

Stanley Consultants in Minneapolis, MN is seeking a Program Management Director to lead the enterprise program management practice, partnering with executive leadership, market leaders, client service teams, and project delivery personnel to expand advisory, PMO, CIP, and owner's representative services across markets.

The role requires a proven leader capable of advising C-suite executives, guiding major programs, improving delivery performance, and mentoring teams.

Qualifications

• Bachelor's degree required; Master's preferred.
• Certifications such as PE, PMP, PgMP, CCM, DBIA or equivalent preferred.
• 18+ years in program/project management, infrastructure delivery, or engineering consulting; 10+ years in leadership.
• Experience supporting municipal, transportation, water, energy, federal, or industrial infrastructure programs.
• Proven business development and client relationship management experience.
• Experience managing complex stakeholder environments including public agencies and utilities.

Responsibilities

• Develop and lead Stanley's enterprise Program Management practice across markets/geographies.
• Establish strategic vision, growth objectives, service offerings and operational standards for program management.
• Create scalable models supporting Owner's Representative, PMO, CIP, and related services.
• Develop repeatable tools, governance frameworks, and best practices across markets.
• Evaluate capabilities and identify gaps in staffing, techniques, and processes.
• Develop hiring and workforce development plans to support growth.
