Responsibilities

Job Description

ODOT is seeking an experienced Enterprise GIS Administrator / Engineer to support its Information Technology – 3rd Party Application Support Team.

The ideal candidate will have a strong combination of enterprise IT infrastructure experience and hands‑on expertise administering Esri ArcGIS enterprise environments. This role is primarily responsible for the administration, maintenance, integration, automation, security, and troubleshooting of ODOT’s enterprise Geographic Information Systems (GIS) infrastructure.

Key Responsibilities

• Install, configure, administer, upgrade, and support enterprise Esri GIS technologies, including ArcGIS Server, ArcGIS Enterprise, Enterprise SDE Geodatabases, Portal for ArcGIS, Web Adaptors, ArcGIS Online, and ArcGIS Pro.
• Monitor enterprise GIS infrastructure and proactively troubleshoot application, server, database, connectivity, and performance issues.
• Design, scope, build, and support new GIS environments based on business and technical requirements.
• Develop and maintain detailed system architecture, configuration, integration, and operational documentation.
• Automate GIS administration and operational processes, including ETL workflows, environment administration, monitoring, and recurring support tasks.
• Ensure GIS environments comply with enterprise IT security standards, including secure access, least‑privilege access, role‑based authorization, and separation of duties.
• Provide technical guidance for integrating ArcGIS platforms with other enterprise applications and systems.
• Maintain and troubleshoot ArcGIS Collector environments.
• Research emerging GIS technologies, capabilities, and industry trends and evaluate their potential application within ODOT.
• Develop, publish, administer, monitor, and troubleshoot REST services using ArcGIS Server.
• Develop and troubleshoot Python scripts used for GIS administration, automation, integrations, and data‑processing activities.
• Prepare and communicate project status, operational metrics, system performance information, and team metrics to technical teams and management.

Technical Skills & Experience

Candidates should have experience with enterprise IT environments in addition to strong GIS administration expertise, including:

• Enterprise networking concepts such as load balancing, firewalls, network traffic flow, and connectivity troubleshooting.
• Configuration and operation of virtualized server environments.
• Active Directory, including authentication, group-based authorization, and ADFS.
• Microsoft SQL Server, including database operations, permissions, security, and enterprise database administration concepts.
• Writing SQL statements to query and modify data in Microsoft SQL Server and Oracle databases.
• Experience using tools such as SQL Server Management Studio (SSMS) and Aqua Data Studio.
• Strong technical communication and documentation skills, including documenting system architecture, configurations, integrations, and use cases.

The successful candidate will be a senior‑level GIS professional who combines deep Esri platform administration experience with enterprise infrastructure knowledge. The candidate should be comfortable working across GIS servers, databases, networking, authentication, security, automation, and system integrations while supporting a large enterprise environment.
