Job summary

The City of Lansing is seeking a full-time Engineering Technician II to join their professional team. This position utilizes technical engineering knowledge to ensure adherence to standards, policies, and procedures across sidewalk, street, sewer, and utility construction, as well as traffic control concepts and right-of-way management.

Ideal candidates will have an Associate’s Degree in Civil Engineering Technology or related field and at least two years of related construction/inspection

• Must possess and maintain a valid driver’s license.

The City of Lansing is seeking a full-time Engineering Technician II to join their professional team. This is a great opportunity for those seeking to utilize their technical engineering background and education to ensure the City’s standards, policies, and procedures are adhered to. The successful candidate will be able to use their wealth of knowledge in construction practices and procedures including sidewalk, street, sewer, and utility construction as well as traffic control principles, pedestrian safety issues, right of way management principles and practices. Have a working knowledge of the Michigan Department of Transportation "Standard Specifications for Construction", Michigan Department of Environment, Great Lakes and Energy "Soil Erosion and Sedimentation Control Guidebook", material testing techniques, the Americans with Disabilities Act(ADA), and the Manual on Uniform Traffic Control Devices to assist in performing the essential duties of the position. SPECIAL REQUIREMENTS & TRAINING:

• Must possess and maintain a valid driver’s license.
• Must obtain a Michigan Environment, Great Lakes and Energy Storm Water Operator Certification within ninety (90) days of placement in the position or next available testing sequence as approved.
• Must obtain a Michigan Environment, Great Lakes and Energy Comprehensive Soil Erosion and Sedimentation Control Planning & Design Certification within one (1) year of placement in the position.
• Level 1 Concrete Field Technician (preferred)
• Must obtain a Michigan Environment, Great Lakes and Energy Industrial Certification within ninety (90) days of placement in the position or next available testing sequence as approved.
• Must obtain Traffic Control Supervisor (CTS) training within ninety (90) days of placement in the position or next available testing sequence as approved.

IDEAL CANDIDATES WILL POSSESS THE FOLLOWING:

• Associate’s Degree in Civil Engineering Technology, Construction Management or a related field.
• WITH two (2 )years of experience in sidewalk, roadway or underground utility construction and inspection.

ESSENTIAL POSITION FUNCTIONS INLCUDE BUT ARE NOT LIMITED TO:

• Knowledge of principles and techniques used in the inspection and construction of public works projects.
• Use of computer assisted applications used to produce automated record-keeping reports, inspection schedules or computer aided design.
• Collects connection fees, permit fees and records within the computer aided software.
• Reviews and processes vouchers and refund checks as they relate to sewer construction and connection fees
• Coordinates the drain-layer and sewer cleaner licensing process
• Conducts PASER rating of roads
• Oversees and performs the soil erosion and sedimentation control inspections for the construction sites that fall into the city’s Municipal Enforcing Agencies program.
• Assist with survey and staking

Engineering Technician I Requirements -

• Monitors contractor and homeowner compliance with permitted activities and ordinance requirements within the public rights-of-way (sidewalk, street, sewer, and utility construction as well as ordinance requirements for homeowners.)
• Interacts with the public, other City departments and governmental agencies; gathers and provides information related to permits and right-of-way issues.
• Monitors contractor and homeowner compliance with soil erosion/sedimentation activities throughout the city and investigates citizen complaints.
• Prepares sewer permits, right-of-way permits, soil erosion/sedimentation control permits, indemnity bonds, wye/tap permits and their receipts.
• Monitors contractor compliance with plans and specifications, safety standards and other procedures by inspecting project sites.
• Meets with contractors and other concerned parties regarding proposed construction and mediates concerns between parties.
• Collects field data regarding right-of-way property and personal injury claims.
• Provides in-person and telephone assistance to the public and other governmental departments on sewer and drainage problems and other public improvements such as curbs, gutters and streets.
• Enforces adopted standards for construction and repair of sidewalks, driveway approaches and other City infrastructure.
• Issues building address numbers and legal description, layouts for new individual buildings and layout designations of number patterns on new subdivisions and all special numbering systems for apartments and townhouses.
• Reads and interprets sewer maps and instructs contractors and members of the public in regard to procedures and materials.
• Reviews and issues right-of-way, utility, oversize/overweight transport, soil erosion/sedimentation control and MDOT permit applications.
• Organizes and maintains electronic/computerized and hand-written inspection logs.
• Assists in conducting traffic counts.
• Responds in writing and verbally to requests for information from a variety of parties including contractors, developers, and the general public.
• Collects sewer connection and permit fees and records deposits.

Engineering Technician II Position Summary

Engineering Technician II is the second working level in the series. Employees perform moderate to complex technical engineering tasks related to the analysis of construction materials, plans, specifications and contract administration, permit administration and inspections. Provides field project responsibilities including project inspections.
