Job summary

The City of Lansing seeks a full-time Engineering Technician II to support standards, policies, and procedures related to sidewalk, street, sewer, and utility construction. You will gain exposure to traffic control principles, pedestrian safety, and right-of-way management while applying MDOT standards and related guidelines.

Ideal candidates have an associate degree in civil engineering technology or construction management and at least one year of related experience.

Qualifications

• Associate degree or equivalent in Civil Engineering Technology or Construction Management.
• 1 year of experience in sidewalk, roadway or underground utility construction and inspection preferred.
• Experience with permitting, right-of-way, and soil erosion controls is desired.
• Knowledge of MDOT standards and soil/erosion control guidelines is preferred.

Responsibilities

• Monitors contractor and homeowner compliance within public rights-of-way (sidewalks, streets, sewers, utilities).
• Interacts with the public, City departments, and agencies to gather and provide permit information.
• Monitors soil erosion/sedimentation activities and investigates citizen concerns.
• Prepares sewer permits, right-of-way permits, soil erosion control permits, indemnity bonds, and related receipts.
• Ensures compliance with plans, specs, safety standards and procedures at project sites.
• Meets with contractors and other stakeholders to discuss proposed construction and resolve issues.

The City of Lansing is seeking a full-time Engineering Technician II to join their professional team. This is a great opportunity for those seeking to utilize their technical engineering background and education to ensure the City’s standards, policies, and procedures are adhered to. The successful candidate will be able to gain wealth of knowledge in construction practices and procedures including sidewalk, street, sewer, and utility construction as well as traffic control principles, pedestrian safety issues, right of way management principles and practices. Have a working knowledge of the Michigan Department of Transportation “Standard Specifications for Construction”, Michigan Department of Environment, Great Lakes and Energy “Soil Erosion and Sedimentation Control Guidebook”, material testing techniques, the Americans with Disabilities Act(ADA), and the Manual on Uniform Traffic Control Devices to assist in performing the essential duties of the position. SPECIAL REQUIREMENTS & TRAINING:

Applicant will need to obtain or maintain job required qualifications. Failure to do so will result in appropriate action consistent with the provision of the appropriate collective bargaining agreement or personnel rules.

• Must possess and maintain a valid driver’s license.
• Must obtain a Michigan Environment, Great Lakes and Energy Storm Water Operator Certification within ninety (90) days of placement in the position or next available testing sequence as approved.
• Level 1 Concrete Field Technician (preferred)

EDUCATION & EXPERIENCE REQUIREMENTS:

IDEAL CANDIDATES WILL POSSESS THE FOLLOWING:

• Associate’s Degree in Civil Engineering Technology, Construction Management or a related field (preferred).
• One (1) year of experience in sidewalk, roadway or underground utility construction and inspection (preferred).

ESSENTIAL POSITION FUNCTIONS INCLUDE BUT ARE NOT LIMITED TO

• Monitors contractor and homeowner compliance with permitted activities and ordinance requirements within the public rights-of-way (sidewalk, street, sewer, and utility construction as well as ordinance requirements for homeowners.)
• Interacts with the public, other City departments and governmental agencies; gathers and provides information related to permits and right-of-way issues.
• Monitors contractor and homeowner compliance with soil erosion/sedimentation activities throughout the city and investigates citizen complaints.
• Prepares sewer permits, right-of-way permits, soil erosion/sedimentation control permits, indemnity bonds, wye/tap permits and their receipts.
• Monitors contractor compliance with plans and specifications, safety standards and other procedures by inspecting project sites.
• Meets with contractors and other concerned parties regarding proposed construction and mediates concerns between parties.
• Collects field data regarding right-of-way property and personal injury claims.
• Provides in-person and telephone assistance to the public and other governmental departments on sewer and drainage problems and other public improvements such as curbs, gutters and streets.
• Enforces adopted standards for construction and repair of sidewalks, driveway approaches and other City infrastructure.
• Issues building address numbers and legal description, layouts for new individual buildings and layout designations of number patterns on new subdivisions and all special numbering systems for apartments and townhouses.
• Reads and interprets sewer maps and instructs contractors and members of the public in regard to procedures and materials.
• Reviews and issues right-of-way, utility, oversize/overweight transport, soil erosion/sedimentation control and MDOT permit applications.
• Organizes and maintains electronic/computerized and hand-written inspection logs.
• Assists in conducting traffic counts.

ENGINEERING TECHNICIAN I POSITION SUMMARY

Engineering Technician I is the first (1st) working level in the series. Employees perform more routine tasks independently and receive closer supervision when assisting in more complex tasks. Employees at this level may perform simple routine work, following standard procedures, or may rely on direction from others to solve problems that are not standard.

Factors that may distinguish between levels I, II, and III Engineering Technician include the degree of independence in performing the work and the complexity of the work which may include the employee’s related experience, education, and certifications.
