Job description

The City of Salem Public Works is hiring civil engineers at one of three levels —Engineering Program Manager, Senior Project Manager, or Project Manager — depending on your experience and certification.

Why now?

Recent retirements, a voter approval of a $300 million Community Improvement Bond Measure, and a backlog of projects have created a rare combination: long-term funding, meaningful work, and room to grow. The Engineering Division’s approved Capital Improvement Plan totals $407 million and provides at least 10 years of funded infrastructure to be delivered by our team.

Building for the future: This recruitment will establish a six-month eligibility list. Even if you are not selected for the current opening, qualified applicants will be contacted as additional positions become available.

Hybrid schedule:

Our team follows a hybrid model — in-office at the Public Works Operations and Engineering Building 3 to 4 days a week, with remote work available the remaining days with manager approval. The standard schedule is Monday through Friday, 8:00 a.m. to 5:00 p.m.

At a Glance

This posting covers three classification levels. Use the table below to find your fit, then read the detailed descriptions that follow. [Years of experience applies to a Civil Engineering or related field, or any combination of experience and training that demonstrate possession of the knowledge, skills, and abilities as listed, and ability to perform the essential job functions.]

  • 12+ years
  • Supervises project team of licensed PEs
  • Program-level management, budgeting, regulatory permits, QA/QC
  • 10+ years
  • Supervises engineering technical staff and interns
  • Complex project management through planning, design, and construction
  • 6+ years
  • Project management for moderate to large projects, development review
What you will do:

The current openings are in the following:

  • The Engineering’s Utility Engineering Group which covers water treatment, water distribution system, wastewater treatment, sewer collection system, and stormwater system; and
  • The Public Works Planning Group which covers modeling and planning.

The immediate needs are in our water treatment and distribution system and and our Planning group+. Additional consideration will be given to expertise in the wastewater treatment, collections system, pump systems, and/or collaborative delivery of large projects areas. Related experience in transportation and/or facilities related engineering fields will also be considered.

You will manage multiple projects and programs through design and construction phases, lead a project team of licensed professional engineers, and take administrative responsibility for program-level budgets, regulatory permits, and QA/QC. Day to day, you will oversee complex projects across water treatment, water distribution, wastewater treatment, sewer collection, and stormwater areas, serve on technical and advisory committees, establish project delivery procedures, and coordinate with stakeholders across the organization in the community. Technical engineering experience in utility areas listed above is essential given the community-wide impacts of these projects.

You will independently manage a full range of civil engineering project management through the planning, design, and construction of complex municipal infrastructure projects. You will apply extensive knowledge of engineering principles across water, wastewater, and stormwater engineering fields while performing QA/QC on designs. This role typically supervises various engineering technical staff, including CECOP interns, and supervisory experience will be valued for candidates wishing to advance to management positions in the organization.

You will provide full-service project management for moderate to large engineering projects through the planning, design, and construction phases and reviewing consultant designs. You will develop and execute projects with technical independence within accepted engineering principles and applicable City policies. In the PW Planning and Development Group, you will manage the City’s water, wastewater, and stormwater models; manage consultant’s efforts on model updates; assist with master planning efforts; and support the Public Works team with project specific planning level data and review of development proposals from outside consultants. This position is differentiated from the Senior Project Manager position by project complexity and the absence of supervisory responsibilities.

Across all levels, you will promote collaboration across Divisions by developing, planning, and constructing projects that support the Operations teams and the broader community. Program Manager and Senior Project Manager roles also include direct supervision, coaching, work planning, and professional development for team members and interns. Candidates that have experience in project management, sanitary sewer, stormwater, water and wastewater system improvements, transportation, or land development, and possess excellent communication and time management skills, are encouraged to apply
