Role Description

This is a full‑time, on‑site position based in Medford, OR for a Staff Engineer II or Senior Engineer. The role involves leading and executing various engineering projects, including the design, construction, and maintenance of water infrastructure. Key responsibilities include performing engineering analyses, creating and reviewing plans and specifications, and collaborating with cross‑functional teams. This position requires involvement in technical problem‑solving, project management, regulatory compliance, and consultation with stakeholders to ensure operational efficiency and adherence to safety standards.

The Staff Engineer II will support the work of the Senior Engineer and/or Engineering Manager, Engineering department, and other departments regarding water system projects and expansion. The Staff Engineer II advances the ongoing understanding of the configuration and operation of the water system. The Staff Engineer II provides strong engineering support for decisions related to expansion and operation of the system and leads Capital Improvements Projects.

The Senior Engineer will provide engineering expertise and project management to support development, operation, and management of the water system. The Senior Engineer will mentor staff in the engineering department. The Senior Engineer may be called upon to manage projects of major, complex and special natures.

Directs, coordinates and supports the capital projects of Engineering and other departments, regarding water system projects and expansion. Provides support to the System Development Engineering Technician, Specialist or Coordinator for review of City and County land development applications and construction plans for land development projects as they relate to water facilities. Coordinates with revisions to Commission standards and specifications. Prepares studies and reports related to water as directed. Active communication and respectfulness of co‑workers and the public are skills required for this position, as are incorporating Medford Water Commission values into daily activities.

  • Coordinates with consultant(s) and/or Senior Engineer for development and use of system hydraulic model.
  • Provides engineering guidance to support reviews of land development applications.
  • Provides engineering guidance for reviews of construction plans for public water improvements for private development projects and in‑house projects for compliance with standards and specifications
  • Reviews other agencies’ design plans for conflicts with water facilities and coordinates required relocations of water facilities
  • Communicates with the public to answer water service and development related inquiries
  • Coordinates with inspection and operations staff to oversee projects through construction.
  • Coordinates with IT/GIS and Finance staff on recordkeeping of water facility assets.
  • May assist with preparation of plans, specifications, cost estimates, and/or bid documents, and project management for internal capital improvements and special projects
  • May assist with inspection of land development or capital improvement projects for compliance to design plans and Commission standards and specifications
  • Performs special assignments as needed for the Engineering Manager
  • Other related duties as assigned.

Maintains a strong understanding of the water system layout and operations. Plans for development and renewal of the water system. Supports planning and review of expansion of the water system through land development projects. Manages capital improvement (CIP) and other special projects. Coordinates with other departments and provides engineering expertise and support. Supports budgeting and implementation of the CIP program. Manages project consultants and contracts. Leads development and revisions of Commission's standards and specifications. Leads and prepares detailed studies and reports related to water. Active communication and respectfulness of co‑workers and the public are skills required for this position, as are incorporating Medford Water Commission values into daily activities.

  • Manages Capital Improvement Projects (CIP), Special Projects, and planning projects.
  • Develops and maintains hydraulic/water system model and regularly utilizes model for system/project analysis.
  • Coordinates with engineering, water modeling consultants, consultants and/or contractors.
  • Provides system analysis and support to the land development and construction plan review processes.
  • Reviews construction plans for compliance of standards and project goals.
  • Coordinates with Senior Capital & Special Projects Manager in budgeting and implementation of the CIP program.
  • Provides support regarding CIP and Special Projects budgeting to Finance department.
  • Coordinates with Operations staff on system issues and planning.
  • Coordinates with Communication Coordinator for media outreach of large capital projects.
  • Coordinates with other Agencies regarding projects and planning.
  • Reviews other agency design plans for conflicts with water facilities and coordinates required relocations.
  • Prepares studies and reports related to water as directed.
  • Prepares and presents reports or studies to the Board of Water Commissioners.
  • Communicates with the public to answer water service and development related inquiries.
  • Mentors others in the Engineering Department.
  • Other related duties as assigned.
Qualifications
  • Proficiency in Civil Engineering principles, including water system design, hydraulics, and construction practices.
  • Project management skills, such as planning, budgeting, scheduling, and team coordination.
  • Experience with regulatory compliance, permitting processes, and environmental guidelines.
  • Technical proficiency in CAD software, GIS, and water modeling, other engineering tools for designing and evaluating infrastructure projects.
  • Strong problem‑solving abilities, analytical thinking, and attention to detail.
  • Excellent written and verbal communication skills to engage with stakeholders and prepare technical reports.
  • Professional Engineer (PE) certification in Oregon or ability to obtain within 6 months.
  • Bachelor’s degree in Civil Engineering.
  • Proficient and proven skill with progressively responsible experience in hydraulic analysis and use of hydraulic modeling software, water modeling preferred.
  • 4‑8 or more years of concentrated work directly related to water utilities and/or water systems.
  • Prior experience in water utilities or public infrastructure projects is advantageous.
