Job summary

Virginia Department of Transportation is seeking a senior leader to provide direction and strategic oversight of construction management programs statewide, including pre-design through post-construction phases. Qualifications

• Competent consultation skills and excellent oral and written communications skills to interact with all levels.
• Comprehensive knowledge of transportation engineering, methods and procedures as related to the construction of roadways.
• Degree in Civil Engineering or related field.
• Demonstrated ability to administer complex programs, involving procurement, transportation contracts, construction, land development and policy development.
• Demonstrated ability to administer functions related to budget management, financial oversight, statistical reporting and staff development.
• Skill in resolving complex engineering and contractual disputes and customer focused skills as related to program delivery.
• Valid Professional Engineer's license.

Responsibilities

• Provide direction and strategic leadership and oversight to all construction management functions, including pre-design, design, procurement, construction, and post-construction phases.
• Develop policies and procedures and assist districts in contract management and contractor oversight.
• Provide leadership, direction, and technical engineering guidance to related program areas.
• Direct, guide, and support District Construction Engineers to provide technical assistance across construction management functions.
• Establish project priorities, risk management processes, and statewide program oversight.
