We are seeking a senior professional who can bridge engineering document governance, enterprise content management, project delivery, and business analysis to help strengthen the Engineering Library and the systems and processes behind it.

POSITION OVERVIEW

The Engineering Library Analyst will support PANYNJ's Engineering Records and Document Management (ERDM) Unit in administering, governing, and modernizing the Engineering Library, the Department's centralized source for engineering standards, procedures, manuals, guidelines, policies, and other technical knowledge resources. This senior role requires substantial experience managing controlled engineering documentation throughout its lifecycle within a regulated environment, supported by strong capabilities in metadata, taxonomy, information architecture, document governance, and enterprise content management.

Beyond traditional document management, the position will support digital modernization and solution delivery across Engineering. The selected professional will work across engineering, business, and technology teams to analyze requirements and processes, coordinate implementation activities, improve repositories and workflows, support project controls, and advance automation and AI-enabled information-management capabilities. The role therefore requires a multidisciplinary professional capable of connecting engineering information governance with technology implementation and project delivery.

KEY RESPONSIBILITIES
  • Govern engineering documentation throughout its lifecycle, supporting document standards, publishing, version control, metadata, classification, content ownership, approvals, archival, and compliance.
  • Modernize Engineering Library and enterprise content-management environments through document inventory, migration, classification, deduplication, repository cleanup, metadata quality, taxonomy, and information architecture initiatives.
  • Administer and support content-management technologies, including SharePoint, Feith, OpenText, Microsoft 365, and other Agency-approved platforms.
  • Translate engineering and business needs into implementable solutions by eliciting and managing requirements, analyzing current- and future-state processes, and developing workflows, gap analyses, roadmaps, user stories/use cases, and acceptance criteria.
  • Support project delivery and controls by developing schedules, work plans, milestones, trackers, action and decision logs, dashboards, status reports, and monitoring risks, issues, dependencies, and deliverables.
  • Coordinate the solution-delivery lifecycle, including design, configuration, testing, user acceptance, defect resolution, deployment, production readiness, rollout, adoption, and operational transition.
  • Advance automation and intelligent information management through Microsoft Power Platform, AI-assisted classification, metadata extraction, intelligent search, and related technologies.
  • Partner with Engineering SMEs, content owners, project teams, and technology stakeholders to resolve requirements, system, workflow, access, data-quality, and governance issues.
  • Develop clear technical and management communications, including SOPs, governance guidance, technical documentation, executive briefings, reports, job aids, training materials, and user communications.
  • Drive continuous improvement by analyzing processes and performance, identifying opportunities for automation and operational improvement, and promoting consistent Engineering Library and information-governance practices.
REQUIRED QUALIFICATIONS
  • Bachelor's degree in Engineering, Information Management, Library & Information Science, Business Administration, Information Systems, or a related field.
  • 10+ years of professional experience managing controlled engineering documentation such as policies, procedures, standards, manuals, specifications, guidelines, technical bulletins, engineering drawings, or similar technical documentation within an engineering organization.
  • 7+ years of experience in a government agency, public authority, public utility, or other highly regulated environment with established records-management and governance requirements.
  • Demonstrated experience administering engineering document-management or enterprise content-management systems, including SharePoint, OpenText, eDoc, Feith, or comparable platforms.
  • Demonstrated experience managing engineering documentation throughout its lifecycle, including creation, review, approval, publishing, version control, archival, and retirement.
  • Experience developing and implementing document-governance policies, standards, procedures, metadata models, and document-classification frameworks.
  • Experience with document inventories, metadata quality control, taxonomy development, and information architecture.
  • Experience coordinating with engineering subject matter experts and cross-functional stakeholders to maintain and improve technical documentation.
  • Experience supporting document digitization, migration, repository modernization, or records-management initiatives.
  • Proficiency with Microsoft 365 and experience with SharePoint Online administration and document libraries.
PREFERRED QUALIFICATIONS
  • Experience participating in AI-enabled document management, metadata extraction, intelligent search, or automation initiatives.
  • Experience with Microsoft Power Platform, including Power Automate and Power Apps.
  • Experience supporting technology implementations involving requirements definition, testing, user acceptance, deployment, and operational transition.
  • Strong communication and facilitation skills, with the ability to work effectively across engineering, business, and technology stakeholders.
  • Strong analytical, organizational, problem-solving, and continuous-improvement capabilities, with particular attention to document quality, accuracy, governance, compliance, and confidentiality.
