Job summary

Air Force Civilian Service in Alaska (JBER) seeks a Full-Time Engineering Flight Chief (GS-0801-14) to lead a diverse team of engineers and architects at the 673rd Civil Engineering Squadron. You will direct design, construction, and infrastructure planning for multi‑billion‑dollar portfolios supporting two Air Force Wings and an Army division.

Requirements include U.S. citizenship, ability to obtain security clearance, and a PE license with ABET‑accredited degree.

The Air Force Civilian Service (AFCS) is looking for a Full‑Time Engineering Flight Chief (GS-0801-14) to work at the 673rd Civil Engineering Squadron (673 CES) on Joint Base Elmendorf‑Richardson, AK.

SALARY RANGE

$125,776 - $163,514

Qualifications / Requirements

The Engineering Flight Chief (CEN) at JBER leads a diverse team of military and civilian professional engineers and architects. They direct the installation’s overarching design, construction, and infrastructure planning programs, ensuring complex, multi‑billion‑dollar facility portfolios for an installation tasked with supporting 2 Air Force Wings and an Army Airborne Division and serves two Combatant Commands.

The incumbent will provide comprehensive program development and project plans, cradle‑to‑grave project management ensuring sustainable outcomes, optimizing or minimizing life‑cycle costs, and meeting customer quality and mission requirements duties in support of a military installation.

Skills Desired

Knowledge of all aspects of planning, programming, design, and construction with specific emphasis on engineering management on an Air Force Base.

  • U.S. Citizenship is required.
  • Must be able to obtain and maintain a Security clearance.

  • A professional engineering degree at the bachelor’s level from an ABET accredited institution. Transcripts must be included.
  • Knowledge of a wide range of multidisciplinary professional engineering theories, concepts, principles, standards, methods, techniques, materials, and equipment, as well as knowledge of standard construction and contracting regulations, practices, and procedures.
  • Knowledge of the principles of planning and project management; common business and economic principles, theories, concepts, and procedures; financial management principles and standards; and of the DoD Planning, Programming, and Budgeting System (PPBS).
  • Knowledge of safety, security, personnel management, and EEO regulations, practices, and procedures.
  • Skill in evaluating state‑of‑the‑art scientific and engineering technologies and incorporating into the planning, design, operation, maintenance, repair and upgrade of installation natural/built infrastructure.
  • Ability to analyze, plan, organize, and direct the work operations to meet program requirements and objectives with available resources; and to mentor, motivate, and appraise the staff of an organization.
  • Selective Placement Factor: A current professional registration or license as a Professional Engineer in one of the 50 states or territories is required for this position.
  • Work requires oversight of project execution in not only Air Force processes as directed by Higher Headquarters but also through Army processes as directed Army corporate guidance.
