Primary purpose:
Support Kinder Morgan’s Pipeline Safety Program, supporting either the Natural Gas, Products Pipeline, or Terminals Business Units, to ensure compliance with federal, state, and provincial pipeline safety regulatory requirements in the United States and Canada.
Essential duties and responsibilities:
- Responsible for reviewing proposed federal and state/provincial pipeline safety legislation and regulations and providing feedback to management as to the impact that new law/regulations will have on the compliance requirements.
- Responsible for reviewing new regulations and existing Business Unit standards, and procedures to determine compliance of those regulations.
- Recommend changes to applicable procedures through the MOC/ADC process to remain in compliance with regulatory requirements.
- Conduct annual Business Unit procedure review.
- Coordinate and participate in U.S. Department of Transportation (DOT), Canada Energy Regulator (CER), and applicable state/provincial pipeline safety audits.
- Coordinate written response needed as a result of any agency pipeline safety audit.
- Assist in collection and review of data associated with KM’s annual report filing to the applicable Federal and/or state/provincial pipeline safety programs.
- Participate in Business Unit Emergency Release Line (ERL) Team – on call 24/7 on a rotating schedule.
- Participate in Business Unit Emergency Response when requested - liaison with federal and state/provincial pipeline safety agencies.
- Participate in Root Cause Analysis and various other investigations related to pipeline incidents, as circumstances require.
- Responsible for collecting and reviewing data, and the submittal of reports of applicable incidents/accident reports to DOT, CER, Chemical Safety Board (CSB), and other states/provincial pipeline safety programs as required.
- Responsible to ensure that the Business Unit’s current incident tracking system is consistent with PHMSA Accident Report.
- Participate in Regional Abnormal Operations/Accident Review Committee.
- Assist in compiling data and statistical analysis for internal and external reporting, with INGAA, API, and other pertinent Industry groups.
- Be willing to attend and/or participate in various industry and/or pipeline safety seminars.
- Perform other duties as assigned.
