Job summary

RFCUNY’s CUNY School of Professional Studies seeks a Learning and Development Program Manager to lead the design, development, delivery, and administration of energy training programs for DCAS. The role coordinates vendors, procurement, and contracts while ensuring a high-quality learner experience via the Blackboard LMS.

Qualifications

• Bachelor’s degree required; Master’s preferred.
• 3–5 years designing, developing, or implementing training for adult learners.
• 3–5 years in program and operations management, including process design and project management.
• Experience evaluating technical subject matter experts for instructor-led delivery.
• Experience managing stakeholder relationships, including clients and partner organizations.
• Experience with Articulate 360 and Blackboard LMS preferred.
• Strong communication and customer service skills.

Responsibilities

• Support an action learning methodology to define process improvements and best-practice solutions for education and training program operations.
• Ensure vendor-delivered learning programs align with goals and best practices for adult learners.
• Oversee CE/T learning events, data collection, and completion of assessments with delivery partners.
• Adapt and implement instructional content for in-person, remote, and self-paced delivery; ensure alignment with standards.
• Maintain curriculum portfolios with SMEs and external partners to keep content current with energy laws and policies.
• Evaluate training outcomes, vendor performance, and program impact; make improvement recommendations.
• Guide instructors and external partners to ensure quality and consistency in delivery.
• Participate in program observations, vendor evaluations, and assessments of energy management training.
• Manage multiple priorities across vendors and workstreams; learn new processes with minimal direction.
• Lead special projects to support energy savings initiatives and EMI program enhancements.
• Use Blackboard LMS to administer programs, upload content, track progress, and maintain learner records.
