Job summary

ICF is seeking an Associate Manager, Commercial Energy in its Virginia office to guide utility-sponsored energy efficiency and DSM programs. You will lead projects, manage budgets, and drive stakeholder engagement across residential and commercial pilots, while coordinating with IT and client teams to deliver measurable energy savings.

The role requires a blend of technical acumen, program management skills, and a commitment to serving underserved communities in the clean energy transition.

Qualifications

• Bachelor’s degree or equivalent professional experience in a relevant field
• 5+ years of energy efficiency, utility program management, or consulting experience
• 2+ years leading cross-functional teams and managing client relationships
• Advanced Excel and data visualization skills (Power BI or similar)

Responsibilities

• Oversee daily operations of residential, commercial, and pilot energy efficiency programs
• Manage program budgets, forecasts, KPIs, and regulatory deliverables
• Lead cross-functional teams including analysts, engineers, outreach, and marketing personnel
• Coordinate with clients, subcontractors, and internal departments to achieve objectives
• Support business development, program launches, transitions, and continuous improvement
• Design and execute pilot programs to evaluate new technologies and delivery models
• Analyze cost-effectiveness, energy savings, and market potential
• Monitor trends in energy efficiency, load management, and distributed energy resources
• Cultivate relationships with clients, manufacturers, and community stakeholders
• Direct teams responsible for project reviews, incentive processing, and reporting
• Develop SOPs and automation strategies; maintain workflow documentation
• Present program performance metrics to stakeholders
• Collaborate with IT to prioritize data requests and visualization tools
