Job description

The Colorado Department of Military and Veterans Affairs (DMVA) has three major operational divisions: The Colorado National Guard, Civil Air Patrol, and Veterans Affairs. These divisions utilize state and federal resources to provide our communities, state, and nation with a ready military force for national defense and State emergency response as well as providing assistance to our Colorado Veterans.The Department has a strong culture of service. Our mission is to protect the citizens of Colorado, their property and the environment on a twenty-four hour a day basis and to provide trained military units in support of civil authorities for domestic emergencies and in support of federal combatant commanders for national defense and homeland security missions.

The Energy Program Manager supervises and improves the Energy Management Program, analyzes utilities, manages energy management and resiliency program funds, and leads the Sustainability and Resiliency Program. This position exercises direct, formal control over the MSETs. The Energy Program Manager is the senior authority for COARNG energy and resiliency plans, budgets, contracts, payments, technology integration, construction projects, and modernization of existing systems. This position possesses unique knowledge and expertise on energy, resiliency, and utility operations to support the Department of Military and Veterans Affairs' overall mission. The DMVA routinely relies on this position for essential consultation on energy and resiliency before deciding broad, critical program and policy direction. This position will ensure the effective and efficient operation of the Energy Management Program, resulting in significant reductions in energy consumption, costs, and environmental impacts. This position provides technical leadership and oversight to the MSETs, Mechanical Engineer, and State Electrician, guiding them to implement energy-efficient solutions, troubleshoot energy-related issues, and optimize the performance of mechanical systems and equipment. The goal of this position is to achieve a high level of energy efficiency, reliability, and sustainability in the facilities, while providing a safe and healthy environment for occupants.

Specific duties include, but are not limited to:

Energy Program Management
  • serves as the G9 Energy Manager for the Colorado Army National Guard (COARNG), applying engineering concepts and problem-solving techniques to analyze energy and water cost and consumption data, conduct surveys, audits, and special studies aimed at optimizing program efficiency;

  • integrates the energy program with other Army programs, ensuring compatibility with State and Army plans, policies, and goals, conducting research, data management, trend analysis, and special projects throughout all phases of the Army’s Energy Management Program;

  • evaluates and makes recommendations on energy management matters to ensure compliance with federal and state executive orders, policies, and mandates; and

  • develops long-range energy management plans, prepares reports for leadership and external agencies, and drafts plans and specifications for energy conservation upgrades to existing facilities or utilities.

Utilities Analysis

  • coordinates surveys and audits of utility systems, buildings, facilities, and projects to identify technical features that may contribute to energy or utility mismanagement or could be modified to improve energy and utility management;

  • reviews calculations and designs from engineers, architect/engineer firms, and the US Army Corps of Engineers to identify energy-related implications, assess greenhouse gas emissions, develop alternatives, and ensure compatibility with available energy resources; and

  • prepares and submits accurate utility reports and documents internal controls and material weaknesses.

Program Funds Management

  • establishes energy requirements and manages the funding development and execution for energy and water conservation initiatives out to 5 years;

  • oversees financial planning and programming for several key ARNG Management Decision Execution Packages (MDEP), including Utility Services, Army Energy Program & Utility Infrastructure Modernization, and Facility-Related Control Systems;

  • identifies traditional and alternative funding sources, researches the application process, compiles necessary application data, coordinates deadlines, and writes applications and associated materials;

  • reviews and uses Army Energy and Water Reporting System (AEWRS) data along with local utility trends and analysis for yearly updates into the Facilities Management Budget Tool (FMBT) system to forecast future Program Objective Memorandum (POM) year requirements; and

  • follows established timelines from NGB for reporting inputs. The EPM works closely with utility providers to negotiate services, rates, and resolve billing errors.

Sustainability and Resiliency Program Lead

  • leads and implements plans, programs, and policies that incorporate the sustainability practices outlined in State Executive Order D 2025 003, "Greening of State Government";

  • coordinates with the State Office of Sustainability as a key member of the Greening Government Leadership Council (GGLC) and reports yearly on the DMVA’s progress toward meeting statewide sustainability goals;

  • develops the installation utility reduction plan, addressing energy, fuel, natural gas, water, and sewer use, to meet state and Army sustainability goals;

  • provides technical advice, guidance, and strategic planning for the staff and leadership across the COARNG;

  • conducts studies and analyses to recommend program improvement and achievement of sustainability goals. Serves as the COARNG resiliency subject matter expert focused on strategic plans;

  • develops and implements policies, procedures, and programs to enhance mission-critical facility support;

  • promotes the COARNG Resiliency and Sustainability program within the Department of Defense (DoD) and across state and local communities, working to qualify for and secure community, state, or federal recognition and awards; and

  • develops and submits planning, programming, and execution documents for implementing sustainability and resiliency programs, staying informed of new developments in utility sustainability and conservation, attending relevant conferences, and coordinating with peers at other installations and agencies.

Supervision

  • supervises the G9 Mechanical Structural Electrical Technicians (MSETs) who support facility operations and manage building control systems, monitoring settings and status of building control systems such as lighting, heating, ventilation, irrigation, and drainage at all COARNG facilities; and

  • advises, assists, and directs the MSET to ensure they are continually monitoring and adjusting building control systems, evaluating building performance, and measuring efficiency and resiliency outcomes from changes implemented.

Minimum Qualifications:
  • Current, valid licensure as a Professional Engineer from the Colorado State Board of Licensure for Architects, Professional Engineers and Professional Land Surveyors (a copy of this licensure must be attached to your application).
  • Two (2) years of professional experience in energy systems, sustainability, and resiliency related to electricity, fuel, natural gas, water, sewer systems, and solid waste, one of which must have been as a licensed professional engineer.
OR
Education and Experience:

Appropriate education from an accredited institution in engineering, scientific, mathematical, technical, or closely related degree,in addition to that required for the professional engineer license, will substitute for the required experience on a year-for-year basis(a copy of this licensure and valid transcripts must be attached to your application).

Preferred Qualifications

Resource Efficiency Management (REM) certification.

Certified Energy Manager (CEM) certification.

Knowledge of the principles, practices, concepts of U.S. Army Units and Organizations, and the Army Energy Program.

Knowledge and skill in written and oral communications to explain and describe energy issues, problems, and solutions to diverse groups of federal, state, rural community stakeholders at all levels.

Knowledge of Defense Finance and Accounting Service Manuals.


Conditions of Employment
  • Must be willing to travel between Colorado Army National Guard facilities throughout Colorado andto training outside of Colorado.
  • Must be able to pass a background check at initial employment.
  • Continued employment is conditional upon the successful completion of a security clearance within the first six months of employment.
