GENERAL DESCRIPTION: Performs complex (journey-level) environmental work. Work involves analyzing the current energy usage to oversee the Department’s energy management program, and the Department’s recycling program to determine and advise the best course of action to ensure compliance with all applicable statutes. Plan, assign, and/or supervise the work of others. Work is performed under general supervision with moderate latitude for the use of initiative and independent judgment within the limits of applicable laws, rules, regulations, policies and procedures.

ESSENTIAL DUTIES / RESPONSIBILITIES:

1. Assign and direct work activities of applicable subordinate staff in order to achieve optimum economy, quality and timely completion related to Facilities' goals and objectives.

2. Oversee the Environmental program and address environmental issues relating to indoor air quality problems, HVAC systems conditions and other related activities.

3. Oversee the Recycling program and act as the designated recycling coordinator; and provide employee education and training to ensure compliance.

4. Analyze current energy usage; recommend cost effective energy conservation initiatives.

5. Monitor budgets and advise management about issues and present solutions; develop, coordinate, and track assigned environmental, energy and recycle projects from inception to completion.

6. Monitor and inspect the work of independent contractors by conducting inspections, surveys and studies; evaluate results with regard to the environmental impact of contractor actions and ensure compliance.

7. Plan, coordinate, schedule, conduct, or approve surveys, and/or tests for project clearance and conduct environmental audits of facilities.

8. Perform limited asbestos inspections in DPS operated facilities to determine if additional analysis is necessary.

9. May oversee the collection and analysis of chemicals, toxic dust, or contaminants in the working or public environment; determine the degree of hazards resulting from such contamination.

10. Conduct research or field studies on potential or recognized environmental hazards, and

11. submit various reports and/or recommended solutions.

12. Prepare audit reports and/or analysis of reports; standard operating procedures; and other procedures related to environmental issues.

13. Participate with purchasers in conferences and develop/review bids to ensure all aspects of assigned projects are included.

14. Foster effective working relationships with external/internal customers.

15. Attend work regularly and observe approved work hours in accordance with agency leave and attendance policies.

16. Perform other duties as assigned.

GENERAL QUALIFICATIONS and REQUIREMENTS:

Education- Graduation from an accredited four-year college or university with major course work in an applicable natural science, engineering, environmental or natural sciences, environmental engineering, or a related field is generally preferred.

Experience – Minimum of five (5) years of work experience in planning and implementing research, preservation or hazard mitigation projects in at least one of the following areas: environmental quality or biological work; industrial hygiene; technical work on underground storage tank and leaking petroleum storage tank sites; asbestos abatement; air and water pollution, or water resources. Experience in environmental and/or public health studies.
Substitution Note: Experience and education may be substituted for one another on a year-for year basis to a maximum of four (4) years.

Licensure and/or Certification – If driving is required, must possess a valid driver license from state of residence. Texas Department of State Health Services (TDSHS) Asbestos Inspector/Management Planner License preferred. TDSHS - Mold Assessment Technician license preferred; Certified Industrial Hygienist preferred. OSHA HAZWOPER (Hazardous Waste Operations and Emergency Response). Certified Energy Manager (CEM) preferred.

Regulatory knowledge – Working knowledge of, or the ability to rapidly assimilate information related to TXDPS, State and Federal regulations, legislation, guidelines, policies and procedures. Considerable knowledge of and ability to interpret environmental laws and regulations; relevant safety practices and techniques; and ability to detect and evaluate environmental and public health hazards.

Supervisory/Managerial/Leadership skills – Knowledge of management/supervisory methods and principles, performance/productivity standards, and fiscal/budget management. Ability to develop plans, policies, and procedures for efficient workflow and overall effectiveness. Ability to provide clear direction to others, promote teamwork and motivate others to accomplish goals.

Technology – Proficiency with Microsoft Office and appropriate levels of proficiency with utilized software and systems (e.g. CAPPS, SharePoint) and be able to learn new software/systems. Knowledge of Project Management and Facility/Maintenance Management Software, energy management program development, HVAC and lighting systems. Skill in the operation and maintenance of basic environmental hazard detection equipment.

Schedule and/or Travel– Ability to travel statewide by motor vehicle or aircraft and stay overnight as may be necessary to accomplish job tasks. Ability to safely and effectively operate DPS motor vehicles. Valid driver license from state of residence.

A DPS employee who is selected for a position in their current salary group with a new state title may receive an increase of no more than 3.4% over their current salary regardless of posted salary.

Salary is contingent upon qualifications and is subject to salary administration and budgetary restrictions.
