Qualifications

• Bachelor's degree in Planning, Geography, Environmental Planning, Petroleum Engineering, Geology, Civil Engineering, Construction Management, or related field.
• At least six years of relevant work experience including solar and/or oil & gas planning, project management, project reviews, or land use entitlements.
• Equivalent combination of education and work experience may be considered.

Responsibilities

• Lead and support the energy team with a collaborative, growth‑focused management approach.
• Perform full supervisory duties including hiring, training, coaching, and performance management.
• Set priorities and allocate staff workload to meet program and division goals.
• Guide implementation of innovation, change initiatives, and IT-related projects within the energy program.
• Ensure effective communication flow from departmental and county meetings to staff.
• Oversee the County's energy program, including oil and gas, wind, solar, geothermal, distribution, and storage.
• Manage complex energy-related planning cases and oversee the oil and gas inspections program.
• Apply technical expertise to legislation, rulemaking, and local land-use policy; coordinate regionally.
• Acts as the County's Local Governmental Designee, providing recommendations, reviewing ECMC applications and rulemaking, and coordinating with agencies and stakeholders.
• Supports budget development, monitors policies and performance measures, conducts audits and trend analysis, and participates in cross-departmental and regional meetings.
