Job summary

State of Oregon is seeking an Employment & Training Analyst to support the SNAP E&T programs within the Department of Human Services. This role focuses on policy analysis, program evaluation, and cross-agency collaboration to improve outcomes for families in poverty.

The analyst will develop plans, monitor performance, and provide legislative and budgeting insights while coaching local staff and coordinating with partners to advance equity and program goals.

Qualifications

  • Bachelor's degree with four years professional-level evaluative, analytical and planning work or seven years experience in lieu of a degree.
  • Demonstrated ability to analyze data, reports, and budgets to inform policy and program decisions.
  • Ability to evaluate how policies and processes affect program operations and stakeholder experience.

Responsibilities

  • Assist Department managers in the development, analysis and implementation of SNAP E&T programs and services.
  • Administer, coordinate, and develop a variety of E&T service components serving families in poverty.
  • Develop program plans, policies, and materials to meet requirements and department values.
  • Monitor performance, evaluate findings and prepare reports for Executive Staff.
  • Perform project management and complete legislative analyses.
  • Provide coaching and training to local office staff to meet the department’s mission.
  • Collaborate with other agencies and provide technical assistance to partner agencies.
  • Work with program partners and ODHS staff to address policy and program needs.
  • Review partner reports, data and budgets to advise on functions under the department’s program scope.
