Job summary

The South Carolina Department of Juvenile Justice (DJJ) is seeking an Employee Relations Coordinator to handle unemployment claims, disciplinary actions, FOIA requests, resignations, and grievance investigations. Under supervision, you will support the Employee Relations Manager and help maintain compliant HR processes across the agency.

Qualifications

• Bachelor's degree and relevant experience.
• Knowledge of principles and practices of human resource management.
• Understanding of the relevant human resources policies and procedures and of agency policies and procedures.
• Competence to interpret agency policies.
• Knowledge of federal laws and state regulations affecting human resources.
• Ability to demonstrate a blend of soft skills, technical expertise, and knowledge of employee relations core processes.
• Ability to establish and maintain effective working relationships.
• Detail-oriented, organized, strong communication, conflict resolution, problem-solving, and decision-making skills.
• The ability to work independently and as part of a team.
• This position’s work environment is a standard office setting with potential minimal travel and occasional lifting up to 20-30 pounds.

Responsibilities

• Foster positive relationships between employees and the organization and ensure compliance with employment laws and agency policy.
• Provide guidance to management and employees to ensure policies are enforced.
• Assist with discipline documentation and employee relations processes to ensure timely, consistent interventions.
• Create a productive and positive work environment.
• Disseminate information and educate employees and managers on related processes and timeframes.
• Provide support to ER Consultants with investigations and processing grievances.
• Conduct research to address issues and advise management on corrective action.
• Assist with strategies to improve HR management effectiveness.
• Collaborate with HR and other departments to ensure regulatory compliance.
• Maintain accurate records and compliance with record-keeping regulations.
• Construct non-grievable actions (e.g., notices, reprimands, resignations).
• Process FOIA requests, ER checks, and outside employment requests; draft memoranda and timelines.
• Communicate related matters to multiple agency levels as needed.
• Provide recommendations to management and ensure implementation.
• Update the ER team on assigned actions and notify program areas of pending actions.
• Retrieve unemployment documents and process actions per deadlines.
• Assist with unemployment appeal processing and attend hearings as needed.
• Protect confidential information; share only with authorized individuals.
• Provide ER data and statistics for reporting.
• Maintain ER Master List information.
• Notify Deputy Directors of substantiated investigations.
• Monitor SCCJA reporting guidelines and ER complaint logs.
• Manage ER Outlook Mailbox and review EPMS, WNSP and ADA accommodation requests.
• Track progress of ER actions and ensure timelines are met.
• Assist HR with special projects and other duties.
