Qualifications

• One year as a HR Analyst 1 or EO Specialist 1 (Commonwealth title or equivalent).
• Two years of analytical experience including one year in HR/EO with a bachelor's degree.
• An equivalent combination of experience and training.
• Must meet PA residency requirements and be able to perform essential job functions.
• A medical examination is required after a conditional offer; background checks are required.

Responsibilities

• Timekeeping Oversight: Supervise timekeeping staff, review procedures, ensure accurate leave adjustments.
• Discipline Coordination: Review incidents, guide supervisors, conduct investigations, assist with pre-disciplinary conferences.
• Grievance Management: Research issues, prepare responses, support consistent resolution per policy and contract language.
• Labor Relations Support: Facilitate labor-management meetings, coordinate presentations, maintain communication with union representatives.
• Performance Guidance: Assist supervisors with performance reviews, improvement plans and strategies.
• Policy Interpretation: Explain contract language, respond to inquiries, support consistent policy application.

Education

Bachelor's degree or equivalent

One year as HR Analyst 1 or EO Specialist 1 or equivalent
