Join Baltimore County’s Office of Human Resources in an employee-focused role that supports fair, consistent labor and employee relations practices. This onsite position in Towson, MD offers an annual salary range of USD 62,544 to 71,340 and is part of the County’s merit system. The work centers on administering the County’s Labor and Employee Relations (ELR) program under applicable federal and state requirements and County rules and policies, with support tools and programs that help employees and managers navigate sensitive workplace situations.
What you’ll do is help administer key employee relations functions, including investigations, Reasonable Workplace Accommodations (RWA), FMLA administration, and Employee Assistance Program (EAP) referrals. You will also partner with departments to interpret and apply relevant laws, rules, regulations, policies, and memorandums of understanding.
Responsibilities
- Administer the County’s ELR program in accordance with federal and state laws and applicable County rules and policies, including assistance with oversight of daily functions.
- Handle employee investigations, RWA requests, FMLA administration, and EAP referrals.
- Assist departments with interpretation and application of laws, rules, regulations, policies, procedures, and memorandums of understanding.
- Draft correspondence, reports, and documents; conduct research on employee relations or human resources issues.
- Coordinate with management to support employee developmental programming, including mandatory training; manage the Employee Assistance Program.
- Facilitate the FMLA review and approval process and coordinate with employees to ensure submittals are complete; work with HR Liaisons to administer FMLA appropriately.
- Participate in the interactive process for RWA with employees, managers, HR liaisons, and other impacted parties to ensure adherence to legal and standard requirements.
- Conduct thorough, professional, confidential, impartial interviews with complainants, respondents, witnesses, and reporting parties, including both in-person and virtual investigations.
- Conduct investigations related to employee relations, personnel matters, Article 29 of the Baltimore County Code, and The Trust Act.
- Prepare investigation plans and interview questions by analyzing complaints, identifying key issues, potential witnesses, and required documentation.
- Maintain professional working relationships with Department Heads and HR Liaisons to support collaborative recommendations on investigation outcomes.
- Serve as the primary point of contact for employees and managers regarding employee relations issues, disciplinary actions, and conflict resolution.
- Conduct site visits to the complainant’s place of employment and other relevant locations when appropriate.
- Analyze information to prepare the Workplace Investigation Report and the Conclusion & Recommendation Report.
- Perform other work as assigned.
Requirements
- Graduation from an accredited college or university with a bachelor’s degree, preferably in human resources administration, business or public administration, education, or psychology.
- Two (2) years of professional experience in human resources administration.
- Human resources administration education may be substituted year-for-year up to four years for the required education.
- Education beyond a bachelor’s degree may be substituted year-for-year up to two years for the required experience.
- Knowledge of the County’s labor and employee relations policies, processes, and procedures.
- Knowledge of human resources practices, procedures, methods, and bargaining units representing County employees.
- Considerable knowledge of the County’s Personnel Management System Rules & Regulations with emphasis on interpretation and application.
- Knowledge of EEOC, EEO, DOL, FMLA, ADA, PWRA, Religious Accommodations, Title VII of the Civil Rights Act of 1964, and other employment-related laws, rules, and regulations.
- Skills in employee-related investigative techniques.
- Ability to exercise sound judgment when analyzing facts and recommending action.
- Ability to set up and manipulate spreadsheets using one or more electronic spreadsheet software programs.
- Ability to communicate and document events accurately and effectively, with emphasis on responding to grievances.
- Ability to maintain effective working relationships with employees at all levels, Union Officers and representatives, and others involved with the Division.
- Submit proof of licenses, certifications, and education beyond high school to meet qualification requirements. Diplomas or transcripts must show the major field of study. Unofficial transcripts are acceptable.
- Degree equivalency documentation is required for degrees obtained outside the United States of America via World Education Services, Inc. (www.WES.org).
