This role operates in the HRIS Division within the Office of Human Resources and provides complex time and absence operations administration plus HRIS support. The position reports to the HCM Time Tracking and Absence Manager and is located in Towson, MD (onsite).
Salary: $62,544 - $71,340 annually. Schedule: 35 hours per week.
Responsibilities
- Administer daily operations for time and absence, including troubleshooting issues, monitoring integrations, and supporting payroll validation and processing.
- Monitor daily integrations related to time and absence, resolve errors, and ensure data accuracy.
- Communicate policies and procedures to departments, county employees, and external partners.
- Coordinate project plans, project meetings, and agendas.
- Support review of manuals and quick reference guides, and assist with conducting system demonstrations for county employees.
- Assist with managing automated report schedules in the HRIS to provide recurring operational data to department managers.
- Support functional configuration of enterprise platforms (e.g., Workday) and help test system updates, patches, and software fixes to help ensure zero disruption to services.
- Serve as backup technical troubleshooter for HR staff and the division, resolving complex system errors and cases escalated from payroll preparers, managers, and employees.
- Analyze issues to identify root causes, recommend solutions, and drive timely resolution.
- Manage structural setup, categorization, and digital retention of employee files in the HRIS in alignment with Human Resources retention schedules.
- Draft correspondence, reports, and documents, and conduct research on human resources information system issues.
- Complete hands‑on deliverables that support the HCM Time and Absence Manager, including drafting acknowledgement letters and personal correspondence.
- Prioritize competing needs, handle matters expeditiously, proactively follow through on projects, and manage deadline pressure.
- Handle confidential matters with discretion and perform other duties as assigned.
Requirements
- Bachelor’s degree from an accredited college or university (preferably in human resources administration, computer information systems, business or public administration, or a related field).
- Two (2) years of professional experience in human resources administration.
- Transparent, high integrity leadership.
- Organizational abilities, including planning, scheduling, and task facilitation.
- Operational knowledge of Workday.
- Advanced knowledge of Microsoft Office, including Word, Excel, Outlook, PowerPoint, SharePoint, and Teams.
- Strong written and oral communication skills.
- Ability to exercise judgment and discretion when supporting, applying, and interpreting office policies and procedures.
- Ability to gather, correlate, and analyze facts; and prepare clear, concise, comprehensive reports and memos.
- Ability to establish project timelines, meet objectives, and keep employees and Department HR Liaison(s) informed of status and deviations.
- Ability to manage multiple projects in a fast‑paced environment and use time effectively.
- Ability to work independently and establish effective working relationships across all staff levels, as well as the public and other organizations.
- Ability to communicate effectively with individuals of diverse disabilities and backgrounds, and understand and apply Baltimore County personnel law, rules and regulations, policies and procedures, and memoranda of understanding.
