Job description

Pay Schedule VI, Grade 30, Regular Schedule: 35 hours per week

A vacancy exists in the Employee and Labor Relations Division, Office of Human Resources.

Under the direction of the ELR Division Chief and Manager of ELR, administers the County's Labor and Employee Relations (ELR) program in conformance with Federal and State laws and applicable County rules and policies; and assists with oversight of the daily functions. Handles employee investigations, Reasonable Workplace Accommodations (RWA), FMLA administration and EAP referrals.

  • Assists departments in the interpretation and application of laws, rules, regulations, policies and procedures and memorandum of understandings.
  • Drafts correspondence, reports and documents; Conducts research on various employee relations or human resources issues.
  • Coordinates with management in providing a variety of employee developmental programs including but not limited to mandatory training programs; Manages the Employee Assistance Program.
  • Facilitates FMLA review and approval process, and coordinates with employees to ensure submittals are complete; works with HR Liaisons to ensure FMLA is administered appropriately according to law.
  • Engages in Interactive Process for RWA with employee, managers, HR liaisons, and other impacted parties to ensure the process is adhered to according to law and standards.
  • Conducts thorough, professional, confidential and impartial interviews complainants, respondents, witnesses and reporting parties to gather critical facts for informed decision-making. This includes in-person and virtual investigations.
  • Conducts investigations related to employee relations, personnel matters, Article 29 of the Baltimore County Code, and The Trust Act.
  • Prepares investigation plans and interview questions by analyzing complaints, identifying key issues, potential witnesses and necessary documentation.
  • Foster and maintain professional working relationships with Department Heads and HR Liaisons across the county to facilitate collaborative recommendations on investigation outcomes.
  • Serves as the primary point of contact for employees and managers regarding employee relations issues, disciplinary actions, and conflict resolution.
  • Conducts site visit(s) to the complainant's place of employment, and other relevant locations, if appropriate, as determined by circumstances.
  • Analyzes all the gathered information in order to prepare the Workplace Investigation Report and the Conclusion & Recommendation Report.
  • Performs other work as assigned.

Graduation from an accredited college or university with a bachelor's degree, preferably in human resources administration, business or public administration, education, or psychology;

Two (2) years' professional experience in human resources administration.

(Experience in human resources administration may be substituted on a year-for-year basis up to a maximum of four years for the required education. Education beyond a bachelor's degree in human resources administration, business or public administration, education, psychology, or law may be substituted on a year-for-year basis up to a maximum of two years for the required experience.)

Knowledge, Skills, and Abilities (Full Performance)
  • Knowledge of the County's labor and employee relations policies, processes, and procedures.
  • Knowledge of human resources practices, procedures and methods including the bargaining units representing employees of the County.
  • Considerable knowledge of the Rules & Regulations of the County's Personnel Management System with emphasis on interpretation and application.
  • Knowledge of EEOC, EEO, DOL, FMLA, ADA, PWRA, Religious Accommodations, Title VII of the Civil Rights act of 1964, and other employment related laws, rule, and regulations.
  • Skills in employee related investigative techniques.
  • Ability to exercise sound judgment in analyzing facts and arriving at conclusions for recommending action.
  • Ability to set up and manipulate spreadsheets using one or more electronic spreadsheet software programs.
  • Ability to express oneself and document events effectively and accurately, both orally and in writing with particular emphasis in responding to grievances.
  • Ability to maintain effective working relationships with employees at all levels of the organization, Union Officers and representatives, and others with whom the Division comes in contact in the performance of its work.
