Job summary

McBride Consulting in Norfolk, VA seeks a Senior Analyst to identify and catalog Emerging and Disruptive Technologies (EDTs) and assess their implications for the Warfare Development Agenda. The role supports ACT S&T POW activities, foresight, and multinational capability development.

Ideal candidates will have a STEM degree, research experience, and strong English proficiency. The position requires security clearance readiness and active engagement with HQ SACT staff and national EDT

Qualifications

  • Bachelor’s degree in computer science, information and communication technology or closely related discipline required.
  • Two years' experience in the acquisition, assembly, and interpretation of research & technology information.
  • Knowledge of S&T information sources in nations, e.g. defence research laboratories, universities, media, and defence ministries.
  • Experience interpreting future S&T and EDT-related information for military application and operations.
  • Proficiency with PC office automation tools and internet research for information gathering.

Job Description

Responsibilities:

Contribute to the identification of new and cataloguing of existing Emerging andDisruptive Technologies (EDTs).

Contribute to the sustained assessment of EDT implications and adoptionopportunities in support of the Warfare Development Agenda.

Promote increased experimentation of EDT-based solutions in realistic environments.

Provide and coordinate input to programming of EDTs activities within ACT S&T POWin support of ACT’s foresight, NDPP, multinational solutions, capability development,training, and education.

Influence and exploit EDTs that address identified capability shortfalls and thosesignificantly impacting available capabilities.

Provide and coordinate input to the production and delivery of EDTs advice thatinforms the strategic foresight analysis efforts (SFA, FFAO), NATO defence planning(e.g., NDPP step 2) and subsequent capability and force development efforts,includingcapabilityrequirementsformulation,experimentation and Analysis of Alternatives (AoA).conceptdevelopment and

Identify capability shortfalls that could benefit from adoption of EDTs by analysing theNDPP products, the operational Lessons Learned and in coordination with other ACTstaff.

Educate HQ SACT staff on the opportunities and risks associated with EDTs.

Organize and manage a knowledge base through sustained provision of the currentstatus of EDT adoption for Warfare Development and to enable information exchangebetween ACT, NATO, and national EDT stakeholders.

Act as a member of the Innovation Branch under Multi-Domain Force Development,executing tasks and duties as directed by the Section Head Science and Technologyor superiors with regard to projects, activities, and outputs related to the Branch coretasks in the broader field of Science and Technology.

Requirements

Essential Qualifications

A minimum requirement of a Bachelor’s degree at a nationally recognized/certifiedUniversity in computer science, information and communication technology or closelyrelated scientific or engineering discipline and 4 years post-related experience. Thelack of a university degree may be compensated by the demonstration of acandidate’s particular abilities or experience that is/are of interest to ACT, that is, atleast 6 years extensive and progressive in duties related to the function of the post.

Two years' experience in the acquisition, assembly, and interpretation of research &technology information.

Knowledge of S&T information sources in nations, for example defense researchlaboratories, academic institutions, media, and defense ministries.

Experience in interpreting future S&T and EDT-related information in order to assesshow such technologies may be applied within the military environment and adopted toaddress current and future operational challenges.

Practical experience with PC office automation products, including the use of internetfor information research.

Ability to conduct analytical work on EDT documentation, identify adoption pathways,and develop practical examples of how emerging technologies can be applied to theconflicts of today and tomorrow.

NATO Secret Security Clearance or National equivalent.

Demonstrated proficiency in English as defined in STANAG 6001 (StandardizedLinguistic Profile (SLP) 3333 - Listening, Speaking, Reading, and Writing) orequivalent.
