Qualifications

  • Bachelor's degree in a relevant field and 4 years post-related experience (or 6+ years in lieu of degree).
  • Active NATO Secret Security Clearance is required.
  • 2 years' experience in acquisition, assembly and interpretation of research & technology information.
  • Knowledge of S&T sources in defense and research domains.
  • Ability to interpret future S&T/EDT info for military applications.

Responsibilities

Senior Contractor Support to Analyze Technology Advantage

Position Overview:

The Senior Contractor Support to Analyze Technology Advantage (TA) contributes to the identification and cataloguing of new and existing Emerging and Disruptive Technologies (EDTs), providing deliverables to support the further development and production of the Technology Advantage critical enabler. The incumbent analyzes how TA can support identified Warfare Development Imperative (WDI) Lines of Development, updates current TA Vision documents to establish a common understanding of TA, and prepares an initial draft Action Plan for TA development, including support to the definition of Initial Operating Capability (IOC) and Final Operating Capability (FOC). This role supports the creation of a TA community of interest to drive engagement with internal NATO and external stakeholders, and provides information and reports to the TA Project Manager and Sponsor on activities associated with the TA Action Plan and its integration with other associated projects and experimentation activities. The incumbent interacts directly with external stakeholders within the scope of the contract, bringing relevant expertise in research and technology information analysis to support NATO's technology advantage objectives.


Job Responsibilities:


  • Contribute to identification of new and cataloguing of existing EDTs.

  • Contribute and provide deliverables to support the further development and production of the Technology Advantage critical enabler.

  • Analysis of how TA can support identified WDI Lines of Development.

  • Update of current TA Vision documents to describe a common understanding of TA.

  • Prepare an initial draft Action Plan for the development of TA.

  • Support the definition of Initial Operating Capability (IOC).

  • Support the definition of Final Operating Capability (FOC).

  • Support the creation of a TA community of interest. This will lead to further engagement with internal NATO and external stakeholders.

  • Support the TA Project Manager and Sponsor through the provision of information and reports on the activities associated with the TA Action Plan and integration of the TA concept with other associated projects and experimentation activities.

  • Interact directly with external stakeholders within the scope of this contract.


Required Qualifications:


  • A minimum requirement of a bachelor's degree at a nationally recognized/certified University in computer science, information and communication technology or closely related scientific or engineering discipline and 4 years post-related experience. The lack of a university degree may be compensated by the demonstration of a candidate's particular abilities or experience that is/are of interest to ACT, that is, at least 6 years extensive and progressive in duties related to the function of the post.

  • Active NATO Secret Security Clearance

  • Two years' experience in the acquisition, assembly and interpretation of research & technology information.

  • Knowledge of S&T information sources in nations, for example defense research laboratories, academic institutions, media and defense ministries.

  • Experience in interpreting future S&T and EDT-related information in order to assess how such technologies may be applied within the military environment and adopted to address current and future operational challenges.

  • Practical experience with PC office automation products, including the use of internet for information research.

  • Ability to conduct analytical work on EDT documentation, identify adoption pathways, and develop practical examples of how emerging technologies can be applied to the conflicts of today and tomorrow.
