Job summary

McBride is seeking a seasoned Program Manager to support the ACT Space Branch in delivering the NATO Space Capability Program across all tranches. You will coordinate between HQ SACT, SHAPE, and partners and help develop program artifacts such as proposals, plans, reviews, and risk registers.

You will also synchronize OSS, SDA and SDC capabilities, contribute to governance, manage interdependencies, and engage with industry to implement the NATO Commercial Space Strategy.

Qualifications

  • University/Bachelor's degree in Science.
  • Min 5 years in NATO capability development or defense program management.
  • Knowledge of NATO Space policy, CPP governance and PMT processes.
  • 3+ years operating C2 systems in last 10 years.
  • Experience with multinational programs and governance bodies.
  • PM/Program management in complex and dynamic environments.
  • Experience with IBM Rational DOORS (certificates preferred).

  • Synchronize OSS, SDA and SDC capabilities and dependencies.
  • Contribute to governance activities, PMT meetings, and leadership engagements.
  • Identify, analyze and mitigate program risks, interdependencies, and critical paths.
  • Support wargaming, demonstrations and exercises.
  • Engage with industry to support NATO Commercial Space Strategy implementation.
  • Produce reports, briefings, and recommendations for ACT Space Branch leadership.
  • Travel up to 30 days per year for meetings and conferences.

Job Description

Responsibilities:

  • Support the ACT Space Branch PMT in the delivery, synchronization, andimplementation of the NATO Space Capability Program (CPP) across all tranchesand associated projects.
  • Coordinate program execution activities between HQ SACT, SHAPE, AIRCOMSpace Theatre Component (STC), NCIA, NSPA, nations and commercial partners.
  • Support the development, refinement, and implementation of program artifacts,including project proposals, implementation plans, program reviews, risk registers,dashboards, and capability roadmaps.
  • Support the synchronization of Operational Space Support (OSS), Space DomainAwareness (SDA) and Space Domain Coordination (SDC) capabilities and associateddependencies.
  • Contribute to program governance activities, PMT meetings, Bi-SC coordinationmechanisms, and senior leader engagements.
  • Support the identification, analysis and mitigation of program risks,interdependencies, and critical paths across all space projects.
  • Support experimentation, wargaming, operational demonstrations and exercises,including Arctic Sentry, Cosmic Sentinel, and/or related activities.
  • Coordinate with NCIA architects PMT SMEs, and national experts to maintainprogram coherence and support architecture development and analysis ofalternatives.
  • Support engagement with industry and commercial space actors in support of NATOCommercial Space Strategy implementation.
  • Produce reports, briefings, and recommendations for ACT Space Branch leadership.
  • Directly supports the Branch Head CR and will be required to travel to meetings andconferences both within and outside NATO's boundaries for up to 30 days per year.
  • Performs additional tasks as required by the COTR related to the LABOR category.
Requirements

Essential Qualifications:

  • A University/ Bachelor's degree in Science.
  • Minimum 5 years' experience within NATO capability development, programmanagement, or defense acquisition.
  • Demonstrated knowledge of NATO Space policy, CPP governance and PMTprocesses.
  • Demonstrate a minimum of 3 years operational knowledge of C2 systems within thelast 10 years either as a military officer or as a civilian.
  • Demonstrate a minimum of 3 years in the last 10 years a sound knowledge of Capability Development and Management processes in the C2 area. Experience supporting multinational programs and senior-level governance bodies.
  • Program and Project Management experience in the past 10 years within acomplex and dynamic program environment.
  • Working knowledge of Configuration Management methods and practices Working knowledge of Capability Architectures.
  • Experience with IBM Rational DOORS or equivalent (provide certificates).
