Qualifications

  • Active NATO Secret clearance or national equivalent.
  • Experience in acquiring, assembling, and interpreting R&T information.
  • Ability to conduct analytical work on EDT documentation and identify adoption pathways.

The Joint, Office of the Secretary of Defense, Interagency Division provides expert support services to a range of customers spanning across the Department of Defense, Federal Civilian, and international markets. JOID provides a diverse portfolio of analytical and programmatic capabilities to help our customers make informed decisions on their most challenging issues.

SPAs NATO Allied Command Transformation Group within JOID provides capability development, portfolio management, program management, quality management, cost estimation analysis, standardization, reporting, software solutions and information management, and capability management support. We also provide an improved capability requirements capture process, including the generation, documentation and tracing of user requirements, with appropriate technical scrutiny, over the entire lifecycle of the requirements from capability definition through capability realization and capability usage.

We have a near-term need for an Emerging & Disruptive Technologies Senior Analyst to provide onsite support out of Norfolk, VA.


Responsibilities

The candidate will contribute to the identification of new and the cataloguing of existing Emerging and Disruptive Technologies (EDTs), contribute to the sustained assessment of EDT implications and adoption opportunities in support of the Warfare Development Agenda, and promote increased experimentation of EDT-based solutions in realistic environments. Provide and coordinate input to the programming of EDT activities within the ACT S&T POW in support of ACT's foresight, NDPP, multinational solutions, capability development, training, and education, while influencing and exploiting EDTs that address identified capability shortfalls and those significantly impacting available capabilities. Provide and coordinate input to the production and delivery of EDT advice that informs the strategic foresight analysis efforts (SFA, FFAO), NATO defense planning (e.g., NDPP Step 2), and subsequent capability and force development efforts, including capability requirements formulation, concept development and experimentation, and Analysis of Alternatives (AoA). Identify capability shortfalls that could benefit from the adoption of EDTs by analyzing NDPP products, operational Lessons Learned, and through coordination with other ACT staff. Educate HQ SACT staff on the opportunities and risks associated with EDTs and organize and manage a knowledge base through the sustained provision of the current status of EDT adoption for Warfare Development to enable information exchange between ACT, NATO, and national EDT stakeholders. Act as a member of the Innovation Branch under Multi-Domain Force Development, executing tasks and duties as directed by the Section Head Science and Technology or superiors with regard to projects, activities, and outputs related to the Branch core tasks in the broader field of Science and Technology.


Qualifications

Required:

  • Bachelor's degree in computer science, information and communication technology, or closely related scientific or engineering discipline and 4 years post-related experience; the lack of a university degree may be compensated by the demonstration of a candidate's particular abilities or experience that is/are of interest to ACT, that is, at least 6 years extensive and progressive in duties related to the function of the post.
  • Active NATO Secret clearance or National equivalent.
  • 2+ years experience in the acquisition, assembly, and interpretation of research & technology information.
  • Knowledge of S&T information sources in nations, for example defense research laboratories, academic institutions, media, and defense ministries.
  • Experience in interpreting future S&T and EDT-related information in order to assess how such technologies may be applied within the military environment and adopted to address current and future operational challenges.
  • Practical experience with PC office automation products, including the use of internet for information research.
  • Ability to conduct analytical work on EDT documentation, identify adoption pathways, and develop practical examples of how emerging technologies can be applied to the conflicts of today and tomorrow.
  • Demonstrated proficiency in English as defined in STANAG 6001 (Standardized Linguistic Profile (SLP) 3333 - Listening, Speaking, Reading, and Writing) or equivalent.
  • Able to work fully onsite based on client needs.
