Job summary

The Salvation Army Zahn Emergency Shelter in Los Angeles seeks an Emergency Housing Manager to oversee daily operations, ensure regulatory compliance, and manage staff. The role requires coordinating with city and state partners to maintain housing stability plans and ensure safe, compliant shelter operations.

You will supervise training for all staff, monitor performance, maintain HMIS/Clarity data, and report on program outcomes while upholding The Salvation Army’s commitment to serving

Qualifications

• A. degree or equivalent experience.
• Must be able to speak, read and write English; bilingual (English/Spanish) a plus.
• Must pass criminal background check.
• Knowledge of basic hotel-type operations, housing regulations and Cal/OSHA requirements for safe housing environment.
• Red Cross First Aid and CPR certification.

Responsibilities

• Ensure residents receive care and supervision per Individual Care Plan/ICHP.
• Ensure compliance with applicable laws and regulations.
• Maintain positive communication and relationships with DMH, LAHSA, DPSS, FSC and other homeless agencies.
• HMIS/Clarity Data management.
• Promote facility availability to agencies and organizations.
• Audit residential files for quality assurance.
• Supervise and coordinate ongoing staff training.
• Enforce resident and staff conduct, building and safety codes.
• Attend weekly or monthly leadership meetings.
• Supervise all staff and outside agencies.
• Place Shelter Partnership orders and assure clients have access to donations.
• Lead the annuallyCluster meeting regarding Zahn Emergency Shelter.
