New York City Emergency Management (NYCEM) invites applications for a Resiliency and Risk Advisor to contribute to the 2029 Hazard Mitigation Plan update and resilience initiatives. The role entails coordinating across city agencies, performing risk analyses, and developing policy recommendations to support recovery and resilience efforts.

The short-term position runs through September 2027 and reports to the Director of Resiliency and Recovery Planning.

Qualifications

  • Four-year high school diploma or equivalent plus six years of professional experience in emergency management, public safety, or related fields.
  • Bachelor’s degree with two years of relevant experience; or
  • Master’s degree with one year of relevant experience; at least two years in one of the areas listed.
  • Education/experience equivalent to the above with a four-year degree required.

Responsibilities

  • Support development of the 2029 Hazard Mitigation Plan (HMP) update, including scoping, risk analysis integration, and FEMA compliance.
  • Coordinate interagency engagement through meetings/workshops to inform HMP content.
  • Conduct targeted research on hazards and resiliency strategies to update risk profiles and mitigation projects.
  • Produce briefing materials and presentations for NYCEM leadership and external partners.
  • Support special projects and other tasks to advance resiliency goals.
  • Assist in advancing strategic initiatives related to financing for resilience and recovery.
  • Support policy recommendations on risk reduction, mitigation investments, and post‑disaster recovery.
  • Analyze emerging insurance products and risk transfer strategies to enhance resiliency outcomes.
  • Prepare decision‑support materials and coordinate cross‑unit collaboration on complex projects.
