New York City Emergency Management (NYCEM) is seeking a Critical Infrastructure Program Manager to lead planning for transportation, utility, and infrastructure emergencies. The role focuses on coordinating with City agencies and private partners to ensure robust operational readiness and rapid response across the NYC region.

The position involves implementing plans during emergencies, maintaining relationships with stakeholders, and staying aligned with interagency priorities.

Qualifications

  • Four-year high school diploma with six (6) years of professional emergency management experience or equivalent.
  • Bachelor’s degree with two (2) years of professional experience in emergency management, public safety, planning, or related fields.
  • Master’s degree with one (1) year of professional experience in the listed areas, at least two (2) years in relevant roles.
  • Equivalent combination of education and experience that meets the minimum requirements.

Responsibilities

  • Manage planning projects related to transportation, utility, and infrastructure emergencies.
  • Identify roles within operational planning and resolve gaps and overlaps.
  • Develop innovative methods and partnerships to improve emergency planning and responsiveness.
  • Coordinate plan implementation during emergencies and track operational issues.
  • Maintain relationships with public and private partners involved in planning and response.
  • Support periodic plan updates and operational readiness across the agency.
  • Participate in EOC activities during activations and training periods.
