Job summary

City of Portland is seeking a Senior Planning Analyst to lead the design, development, and continuous improvement of emergency response plans and policies. You will provide strategic leadership in emergency planning, risk assessment, and crisis management to strengthen resilience and readiness.

The role requires collaboration across internal and external partners, ensuring compliance with regulations and standards while guiding training, exercises, and grant management to support resilience

Responsibilities

Job Appointment: Full time, regular

Work Schedule: Monday - Friday, 8am-5pm. Occasional after-hours work will be required to support emergency operations, as needed. This position requires serving as an on-call Duty Officer/Backup Duty Officer during assigned periods. This involves being on-call (during business hours, nights, and weekends) on a rotating basis for one week to provide 24/7 coverage to respond to emergencies promptly.

Work Location: The current schedule for this position is hybrid. Employees are expected to work on site 50% of the time at 9911 SE Bush St, Portland, OR 97266. Remote work must be performed within Oregon or Washington. For more information, click here .

Position Summary

The Senior Planning Analyst is responsible for leading the design, development, implementation, and continuous improvement of the City of Portland's emergency response plans. This position provides strategic leadership in emergency planning, risk assessment and crisis management to strengthen the City's overall resilience and readiness. This position also ensures emergency management plans and policies align with regulatory requirements, national standards, and organizational priorities.

This position requires a high level of expertise in emergency response planning, hazard mitigation planning, emergency management, and risk assessment. The analyst will lead and collaborate across multiple teams both internal to the City as well as external to leads the development, coordination, and implementation of emergency response and strategic plans to ensure City is trained and prepared to handle emergencies and reduce risk. The role also involves continuous evaluation and improvement of emergency procedures and plans to align with best practices and regulatory requirements.

What you’ll get to do

• Oversee the development, update, and implementation of comprehensive emergency response and preparedness plans, including basic emergency operations plan, disaster recovery, evacuation plan, integrated preparedness plans and incident response protocols.
• Work closely with City bureaus, external agencies, and community stakeholders to ensure coordinated and effective emergency response efforts using the plans.
• Develop and present objective analyses, findings, conclusions and recommendations to leadership, City Officials, and other stakeholders related to emergency management planning and programming.
• Identify potential threats and vulnerabilities, and develop mitigation and/or contingency strategies to reduce risks to life, property, and critical operations.
• Act as a liaison to local, state, and federal emergency response and planning groups to ensure alignment and collaboration.
• Conduct best practices research to support improvement of emergency management programs.
• Provide leadership and operational support during emergency events, including activation of the Emergency Operations Center (EOC), coordination of response efforts, and fulfillment of the Planning Section Chief role, as needed.
• Ensure all emergency plans and activities comply with federal, state, and local regulations, including FEMA, DHS, and other applicable emergency management standards.
• Apply for and manage grants to support resilience initiatives.
• Provide trainings and briefings to City leadership and elected leadership.
• Ensure plans are tested and exercised and are effectively used in active emergencies

Minimum Qualifications

1. Experience developing and implementing emergency operation plans, and incident response protocols related to emergency management programming.
2. Experience in one or more emergency management functional areas, including preparedness, mitigation, response, recovery, continuity of operations, operational resilience, or crisis management
3. Experience analyzingcomplex or technical issues and problems, evaluating alternatives, and recommending effective courses of action.
4. Experience exercising independent judgment, problem-solving, and taking initiative within established procedures and guidelines.
5. Experience coordinating across multiple bureaus/departments, agencies, and community stakeholders.
6. Ability to present complex emergency management concepts and operational status clearly and concisely to non-technical audiences

Candidates must also possess

• Certification of completion FEMA Professional Development Series and Incident Command System (ICS) Trainings: 100, 200, 700, 800.

Although not required, you may have

• Bachelor’s degree in emergency management, planning, policy, security, natural resources management, or related?
• 7+ years of experience in emergency management, community resilience, public health, public safety, or related fields?
• Knowledge of local or regional emergency response
• Completion of IAEM Certified Emergency Manager or EMAP Emergency Management Standard Training
• Certification of completion FEMA Professional Development Series and Incident Command System (ICS) Trainings: ITS: 300, 400; E/L962
