City of Portland is seeking a Senior Planning Analyst to lead the design, development, and continuous improvement of emergency response plans and policies. You will provide strategic leadership in emergency planning, risk assessment, and crisis management to strengthen resilience and readiness.
The role requires collaboration across internal and external partners, ensuring compliance with regulations and standards while guiding training, exercises, and grant management to support resilience
Job Appointment: Full time, regular
Work Schedule: Monday - Friday, 8am-5pm. Occasional after-hours work will be required to support emergency operations, as needed. This position requires serving as an on-call Duty Officer/Backup Duty Officer during assigned periods. This involves being on-call (during business hours, nights, and weekends) on a rotating basis for one week to provide 24/7 coverage to respond to emergencies promptly.
Work Location: The current schedule for this position is hybrid. Employees are expected to work on site 50% of the time at 9911 SE Bush St, Portland, OR 97266. Remote work must be performed within Oregon or Washington. For more information, click here .

The Senior Planning Analyst is responsible for leading the design, development, implementation, and continuous improvement of the City of Portland's emergency response plans. This position provides strategic leadership in emergency planning, risk assessment and crisis management to strengthen the City's overall resilience and readiness. This position also ensures emergency management plans and policies align with regulatory requirements, national standards, and organizational priorities.
This position requires a high level of expertise in emergency response planning, hazard mitigation planning, emergency management, and risk assessment. The analyst will lead and collaborate across multiple teams both internal to the City as well as external to leads the development, coordination, and implementation of emergency response and strategic plans to ensure City is trained and prepared to handle emergencies and reduce risk. The role also involves continuous evaluation and improvement of emergency procedures and plans to align with best practices and regulatory requirements.
