Job summary

Cumberland County, PA is seeking an Operations Coordinator in Emergency Management to oversee EOC readiness, REP planning, and interagency coordination for county-wide emergencies.

Qualifications

  • Associate’s or Bachelor’s degree in Emergency Management, Public Safety, Homeland Security or a related field.
  • Minimum of two years of progressively responsible experience in emergency management, public safety, or a related field; radiological preparedness or EOC operations experience preferred.
  • Equivalent combination of education and experience may be considered.

Responsibilities

  • Coordinate Nuclear Power Plant emergency preparedness with REP planning, update RERP and SOPs per FEMA REP guidance.
  • Serve as operational coordinator for the County EOC, maintain staffing rosters, and incident management tools.
  • Develop and maintain the County EOP, ESFs and annexes; ensure county and municipal plans align with guidance.
  • Assist design, development and delivery of emergency management training and HSEEP-compliant exercises.
  • Support interagency coordination and provide public safety support during events and emergencies.

Schedule: Monday-Friday 8:00am-5:00pm; some evenings/weekends as needed for training

The Operations Coordinator of Emergency Management is responsible for the coordination and operational readiness of the County’s Emergency Operations Center (EOC), implementation and maintenance of the County Emergency Operations Plan (EOP) and specialized responsibilities related to the Nuclear Power Plant Off-Site Emergency Response Plans (NUREG-0654) for the county and its designated risk municipalities. The position ensures compliance with federal and state requirements and supports countywide emergency preparedness, response and recovery capabilities.

The position works under the direction of the Deputy Director of Emergency Management and plays a key role in inter-agency coordination, emergency planning, training and exercise programs.

Essential Job Functions
Nuclear Power Plant Emergency Preparedness
  • Serves as the County’s primary coordinator for nuclear power plant off-site emergency response planning under the Radiological Emergency Preparedness (REP) Program.
  • Develop, update and maintain the Radiological Emergency Response Plan (RERP) and Standard Operating Procedures (SOPs) in accordance with FEMA REP guidance and NUREG-0654/FEMA-REP-1.
  • Coordinate with Pennsylvania Emergency Management Agency (PEMA), Federal Emergency Management Agency (FEMA) Region III, utility representatives and municipal emergency management coordinators to ensure readiness of the county and risk municipalities.
  • Plan and facilitate required annual REP training, drills and full-scale exercises, ensuring compliance with FEA evaluation criteria.
  • Maintain operational readiness of REP-specific resources, facilities and EOC documentation.
  • Support public education and distribution of potassium iodide (KI) in accordance with state guidelines.
Emergency Operations Center Coordination
  • Serve as the operational coordinator for the County EOC, maintaining readiness of systems, facilities and EOC activation procedures.
  • Maintain current EOC staffing rosters, positions checklists, incident management software (e.g. WebEOC), and communication tools.
  • Coordinate logistics, technology support and situational reporting during EOC activations.
  • Assist in coordinating operations response during emergencies, disasters or planned events.
Emergency Operations Plan (EOP) And Readiness
  • Assist in the development, maintenance and periodic review of the County EOP, Emergency Support Functions (ESFs) and annexes.
  • Monitor and support integration of municipal emergency operations plans with the County EOP.
  • Coordinate annual updates and compliance reviews for emergency plans in accordance with PEMA guidance.
  • Support hazard-specific annexes (e.g. radiological, severe weather, transportation incidents, etc.).
Training And Exercises
  • Assist with the design, development and delivery of emergency management training and Homeland Security Exercise and Evaluation (HSEEP)-compliant exercises.
  • Maintain training records and documentation in support of local, state and federal exercise requirements.
Interagency Coordination And Public Safety Support
  • Support coordination with municipal officials, emergency services, schools, healthcare facilities and volunteer organizations to ensure community readiness.
  • Represent the County at regional and state emergency management meetings, working groups and REP planning sessions.
  • Assist with resource requests, situation reporting and operational coordination during real-world events.
Education
  • Associate’s or Bachelor’s degree in Emergency Management, Public Safety, Homeland Security or a related field.
  • Minimum of two years of progressively responsible experience in emergency management, public safety, or a related field; radiological preparedness or EOC operations experience preferred.
  • Equivalent combination of education and experience may be considered.
Work Experience
  • Two years working experience with Emergency Management.
Certifications And Training
  • Required: FEMA Independent Study (IS) courses: IS-100, IS-200, IS-700, IS-800
  • Preferred: FEMA Professional Development Series (PDS); IS-300, IC-400.
  • Must complete required Radiological Emergency Preparedness (REP) training within 6 months of hire.
  • Valid Pennsylvania’s Driver’s License.
