TheOperationsCoordinatorofEmergencyManagementisresponsiblefor thecoordination and operational readiness of the County’s Emergency Operations Center (EOC), implementation and maintenance of the County Emergency Operations Plan (EOP) and specialized responsibilities related to the Nuclear Power Plant Off-Site Emergency Response Plans (NUREG-0654) for the county and its designated risk municipalities.The position ensures compliance with federal and state requirements and supports countywide emergency preparedness, response and recovery capabilities.
The position works under the direction of the Deputy Director of Emergency Management andplaysakeyroleininter-agencycoordination,emergencyplanning,trainingandexercise programs.
EssentialJobFunctions:
Nuclear Power Plant Emergency Preparedness
- Serves as the County’s primary coordinator for nuclear power plant off-site emergencyresponseplanningundertheRadiologicalEmergencyPreparedness (REP) Program.
- Develop,updateandmaintaintheRadiologicalEmergencyResponsePlan(RERP) and Standard Operating Procedures (SOPs) in accordance with FEMA REP guidance and NUREG-0654/FEMA-REP-1.
- Coordinate with Pennsylvania Emergency Management Agency (PEMA), Federal Emergency Management Agency (FEMA) Region III, utility representatives and municipalemergencymanagementcoordinatorstoensurereadinessofthecounty and risk municipalities.
- PlanandfacilitaterequiredannualREPtraining,drillsandfull-scaleexercises, ensuring compliance with FEA evaluation criteria.
- MaintainoperationalreadinessofREP-specificresources,facilitiesandEOC documentation.
- Supportpubliceducationanddistributionofpotassiumiodide(KI)inaccordancewith state guidelines.
Emergency Operations Center Coordination
- Serveastheoperational coordinatorfortheCountyEOC,maintainingreadinessof systems, facilities and EOC activation procedures.
- MaintaincurrentEOCstaffingrosters,positionschecklists,incidentmanagement software (e.g. WebEOC), and communication tools.
- Coordinatelogistics,technologysupportandsituationalreportingduringEOC activations.
- Assistincoordinatingoperationsresponseduringemergencies,disastersorplanned events.
Emergency Operations Plan (EOP) and Readiness:
- Assistinthedevelopment,maintenanceandperiodicreviewoftheCountyEOP, Emergency Support Functions (ESFs) and annexes.
- Monitorandsupportintegrationofmunicipalemergencyoperationsplanswiththe County EOP.
- Coordinateannualupdatesandcompliancereviewsforemergencyplansin accordance with PEMA guidance.
- Supporthazard-specificannexes(e.g.radiological,severeweather,transportation incidents, etc.).
Training and Exercises:
- Assistwiththedesign,developmentanddeliveryofemergencymanagementtraining and Homeland Security Exercise and Evaluation (HSEEP)-compliant exercises.
- Maintaintrainingrecordsanddocumentationinsupportoflocal,stateandfederal exercise requirements.
Interagency Coordination and Public Safety Support:
- Support coordination with municipal officials, emergency services, schools, healthcarefacilitiesandvolunteerorganizationstoensurecommunityreadiness.
- RepresenttheCountyatregionalandstateemergencymanagementmeetings, working groups and REP planning sessions.
- Assistwithresourcerequests,situationreportingandoperationalcoordinationduring real-world events.
MinimumRequirementstoPerformtheWork:
Education:
- Associate’sor Bachelor’sdegreeinEmergencyManagement,PublicSafety,
HomelandSecurityorarelatedfield.
- Minimum of two years of progressively responsible experience in emergency management,publicsafety,or arelatedfield;radiologicalpreparednessorEOC operations experience preferred.
- Equivalentcombinationofeducationandexperiencemaybe considered.
WorkExperience:
- TwoyearsworkingexperiencewithEmergencyManagement.
Certifications and Training:
- Required:FEMAIndependentStudy(IS)courses:IS-100,IS-200,IS-700,IS-800
- Preferred:FEMAProfessionalDevelopmentSeries(PDS);ICS-300,ICS-400.
- MustcompleterequiredRadiologicalEmergencyPreparedness(REP) training within 6 months of hire.
- ValidPennsylvania’sDriver’sLicense.
