Job description

Harkcon holds an active contract with the U.S. Coast Guard Office of Emergency Management and Disaster Response (CG-OEM). As a member of a top performing team, this position will be responsible for:

  • Supporting planning and administrative tasks associated with the development and maintenance of US Coast Guard Emergency Management policies and guidance.
  • Supporting development of emergency plans and national policies for natural (e.g., hurricanes, floods, earthquakes), man-made, or technological (e.g., nuclear power plant emergencies or hazardous materials spills) disasters.
  • Assisting in the development of Emergency Management job aids and training materials including Incident Command System forms, Job Aids, and personnel qualifications.
  • Helping develop organizational policies, plans, and procedures for implementing continuity-related plans and assessment of USCG Continuity of Operations (COOP) capabilities in accordance with all Federal requirements, DHS, DOD, and USCG policies.
  • Assisting in coordination of continuity plans and activities with other federal agencies, including DHS, DOD, and other federal agencies within the National Capital Region.
  • Reviewing existing emergency preparedness plans and providing input as to their strengths and weaknesses, and recommendations for improvement.
  • Analyzing data and developing detailed and time-sensitive reports content to inform commanders and staffs during emergent contingency operations.
  • Assisting in the development and documentation of Emergency Management measures and metrics. Analyzing and researching best practices, historical trends, and other measurement indicators.
  • Supporting general administrative and staffing processes, including use of the USCG's Task Management System.
  • Providing web support and maintenance of Teams channels, including design, development of collaboration communities and unit web pages on a customized SharePoint platform.
  • Working closely with various subject matter experts in emergency management and providing frequent verbal and written updates to the Project Manager and other team members.

Required Qualifications:

  • 7 years of experience in an Emergency Management position

OR

  • BA/BS in Emergency Management AND 3 years of Emergency Management experience
  • SECRET clearance
  • COOP familiarity. COOP experience is desired.
    • Minimum - successful completion of all FEMA IS courses required for the FEMA Level 1 Professional Continuity Practitioner (Continuity Excellence Series - Level I Professional Continuity Practitioner Requirements | FEMA.gov)
  • Demonstrated skill in Microsoft Office (Teams, Word, Excel, PowerPoint, and SharePoint). Familiarity with ADOBE is a plus (desired)

Location:

  • Washington, DC metro area

OR

  • Martinsburg, WV / Winchester, VA area
  • While this is largely a remote position, there will be occasional on-site activities that require a presence in either of the above locations.
