Job summary

The State of Indiana is seeking a Logistics Planning Manager to develop and maintain emergency preparedness plans supporting mass care operations across the state. The role coordinates with internal and external partners, focusing on sheltering, human services, reunification, and recovery logistics.

Reporting to the State Planning Director, you will lead planning teams, coordinate exercises, and provide training support in the State Emergency Operations Center.

Qualifications

• Basic knowledge of planning techniques and procedures.
• Basic knowledge of urban planning, transportation planning and development.
• Basic knowledge of emergency disaster planning and procedures.
• Ability to interpret statistical information and trends.
• Ability to explain programs and secure cooperation between governments and executives.
• Ability to communicate effectively in writing and speech.
• Ability to develop feasible plan solutions.
• Ability to interpret relevant laws and regulations.

Responsibilities

• Coordinate work of lower-level staff and assist in complex situations.
• Develop emergency plans, statewide analyses, and evaluations.
• Coordinate with local, state, and federal partners for plan interoperability.
• Coordinate exercises (tabletop to full-scale) for emergency plans.
• Guide jurisdictions to develop area plans.
• Lead planning teams to meet requirements.
• Coordinate district training and exercise programs.
• Assist partners in training exercises at state/regional levels.
• Prepare short- and long-range training plans for responders.
• Travel to exercise sites as facilitator, controller, or evaluator.
